Work Detail
Expression Of Interest For Terms Of Reference (Tor) For An Opportunity Mapping And Pipeline Identification For Industrial Elect. Publication Date: 07/15/2026 12:00 Am Edt Eoi Deadline: 07/27/2026 11:59 Pm Edt Description: The International Finance Corporation (Ifc) Is The Private Sector Arm Of The World Bank Group (Wbg). Its Mission Is To Promote Sustainable Private Sector Investment In Developing And Transition Countries, Helping To Reduce Poverty And Improve Peoples Lives. Ifc Finances Private Sector Investments In The Developing World, Mobilizes Capital In The International Financial Markets, Helps Clients Improve Social And Environmental Sustainability, And Provides Technical Assistance And Risk Mitigation Services To Businesses And Governments. The Financial Institutions Group (Fig) Provides Climate Finance Investment And Advisory Services To Financial Institutions (Fis) To Help Them Set Up And/Or Expand Lending To Projects In Energy Efficiency, Renewable Energy, Green Buildings, Green Cities And Climate-Smart Agriculture, Among Other Thematic Areas. These Projects Help Corporates, Smes And Households To Reduce Greenhouse Gas (Ghg) Emissions, Improve Access To Clean Energy Solutions, And Enhance Resilience Against Climate Impacts. Also, The Government Of Costa Rica (Gocr), In Collaboration With The Climate Investment Funds (Cif) Renewable Energy Integration Program (Rei), Aims To Accelerate The Decarbonization Of Its Economy By Promoting The Electrification Of Energy Uses In Key Sectors Such As Transportation And Industry. The Electrification Of Industrial Processes Is A Critical Component Of Costa RicaS National Decarbonization Plan (Pndd) And Its Nationally Determined Contributions (Ndcs) Under The Paris Agreement. The Industrial Sector In Costa Rica Accounts For 21% Of The CountryS Energy Demand And Generates 8.9% Of Total Greenhouse Gas (Ghg) Emissions. The Replacement Of Fossil Fuel-Based Industrial Equipment, Such As Boilers And Heat Pumps, With Electric Alternatives Is A Priority For Achieving Costa RicaS Decarbonization Goals. However, The Adoption Of These Technologies Faces Several Barriers, Including High Upfront Costs, Limited Access To Financing, And A Lack Of Awareness Among Stakeholders About The Financial And Environmental Benefits Of Electrification. Decarbonization In The Industrial Sector Can Occur Through Multiple Pathways, Including But Not Limited To Renewable Energy (Re) And Energy Efficiency (Ee) Measures. Electrification, As Defined Under The Cif Rei Program, Refers Specifically To The Replacement Of Fossil-Fuel-Based Industrial Equipment With Electric Alternatives. Re/Ee Interventions May Complement Electrification. The Cif-Rei Program Seeks To Address These Barriers By Mobilizing Concessional Financing And Technical Assistance To Catalyze Private Sector Participation In The Electrification Of Industrial Processes. To Support This Effort, An Opportunity Mapping And Pipeline Identification Exercise Is Required To Identify Concrete Investment And Financing Opportunities For Financial Institutions (Fis) In The Industrial Electrification Space. This Includes Mapping Key Stakeholders, Assessing Current And Potential Demand, Defining Project Targets, And Integrating Gender And Social Inclusion Considerations. The Cif Rei Program Has Already Established The Strategic Rationale, Preliminary Opportunity Sizing, And Eligibility Framework For Industrial Electrification In Costa Rica, Including The Replacement Of Fossil Fuel-Based Industrial Equipment With Electric Alternatives. Building On This Prior Work, The Purpose Of This Assignment Is Not To Produce A Purely Desk-Based Market Study, But To Convert The Opportunity Identified Under Cif Rei Into A Practical And Actionable Pipeline Of Companies, Technologies, Financing Needs, And Partnerships That Financial Institutions Can Pursue. This Includes Identifying Industrial Firms Interested In Equipment Substitution, Validating Demand With Market Actors, Mapping Relevant Incentives And Regulatory Drivers, And Developing A Clear Pathway For Fis To Originate And Finance Eligible Investments. The Part Of The Cif-Rei Program, Is Seeking A Consulting Firm To Conduct This Opportunity Mapping And Pipeline Identification Exercise.
