The Subject Of The Order Includes The Supply Of Cleaning And Hygiene Materials For Dp Raw, Divided Into 7 Separate Items, As Follows: Separate Position No. 1 - Supply Of Cleaning And Hygiene Materials Outside The Scope Of Article 12, Paragraph 1, Item 1 Of The Plo; Separate Position No. 2 - Delivery Of Buckets According To Article 12, Paragraph 1, Item 1 Of The Plo; Separate Position No. 3 - Supply Of Cleaning Microfibre Cloths According To Article 12, Paragraph 1, Item 1 Of The Ppe; Separate Position No. 4 - Supply Of Washing Powder According To Article 12, Paragraph 1, Item 1 Of The Civil Code; Separate Position No. 5 - Delivery Of Garbage Bags Under Article 12, Paragraph 1, Item 1 Of The Plo; Separate Position No. 6 - Supply Of Cleaning And Hygiene Materials According To Article 12, Paragraph 1, Item 1 Of The Public Procurement Act; Separate Item No. 7 - Delivery Of Deactivator Dv-1 According To Article 12, Paragraph 1, Item 1 Of The Civil Code. With The Exception Of Special Item No. 1, All Other Special Items Are Reserved Public Procurement Within The Meaning Of Art. 12, Para. 1, Item 1 Of The Civil Code. The Same Are Reserved For The Participation Of Specialized Enterprises Or Cooperatives Of Disabled People. Separate Items No. 1, No. 3, No. 4, No. 6 And No. 7 Of The Procurement Are Green In The Sense Of The National Action Plan For The Promotion Of Green Public Procurement. Cleaning Preparations And Accessories Is One Of The Product Groups Included In Ordinance No. H-1/23.07.2024 On The Environmental Requirements For Certain Products Subject To Public Procurement, As Part Of The Goods Having An Impact On The Environment. The Same Are Also Included In The List Of Product Groups Suitable For Inclusion Of Green Criteria In The Awarding Of Public Procurement To Study And Forecast The Potential Of The National Market Of Green Public Procurement And The Prepared Aid For Their Awarding, Published On The Website Of The Aop. The Ppa Also Allows The Subject Of The Order To Include Specific Environmental Characteristics, Subject To Compliance With The Requirements Set For This. Given The Above, When Awarding Public Contracts For The Supply Of Goods From This Group, It Is Advisable To Set Green Requirements, I.E. Those That Promote The Acquisition Of Goods Of An Ecological Nature. The Present Order Envisages The Delivery Of Goods For Which Green Requirements Have Been Laid Down, As Well As Biocides, For Which Permits Should Be Issued By The Ministry Of Health In Accordance With The Law On Protection From The Harmful Effects Of Chemical Substances And Mixtures (Ppe) Or In Accordance With Regulation (Eu) No. 528/2012. Given The Presence Of Specific Positions Representing Socially Responsible Or Preserved Public Procurement, As Well As The Presence Of Environmental Requirements For Part Of The Goods, This Public Procurement Should Be Considered As Strategic.
