Publication Date: 07/16/2026 12:00 AM EDT EOI Deadline: 07/28/2026 11:59 PM EDT Description: Gambia, human capital outcomes remain critically low. In 2025, The Gambias Human Capital Index (HCI+) was below regional and income group averages. This is compounded by a steady decline in The Gambias HCI+ since 2020, reflecting an estimated 6.6 percent reduction in individual earning potential. Strengthening human capital outcomes is central to promoting inclusive growth and improving livelihoods, particularly among poor and vulnerable populations who experience the largest gaps in human capital. Across low- and middle-income countries, cash-plus programs have improved health, education, and employment outcomes among poor and vulnerable populations by addressing the multifactorial drivers of human capital outcomes. In particular, pairing cash transfers with well-designed social and behavioral change communication (SBCC) activities has been widely adopted to enhance program impact on human capital outcomes. The Government of The Gambia is currently implementing the Nafa program, comprising cash transfers and human capital SBCC activities, primarily targeting poor and vulnerable households. Nafa SBCC modules cover health and nutrition, early childhood development, family planning, entrepreneurship and financial literacy, climate change, sexual and gender-based violence and agriculture. More recently, Nafa introduced the Positive Playful Parenting (PPP) program, a smaller scale SBCC program centered around improving responsive caregiving and early stimulation for children under three years old. As the Government of The Gambia prepares to institutionalize and scale-up the Nafa program to urban regions, this presents an opportunity to evaluate the remote delivery of the SBCC component and identify avenues to further strengthen the impact and cost-effectiveness of the Nafa program. Delivering SBCC modules remotely through radio, television, and digital channels can sustain or reinforce outcomes from in-person delivery at a lower cost. These terms of reference outline an evaluation of remote SBCC delivery under varying program conditions, with a focus on radio delivery and an exploratory assessment of the feasibility of WhatsApp as a delivery channel.
