Technical Assistance Services – Legal, Economic And Strategic Project Management Assistance In The Field Of Interconnections, Transport, Mobility And Infrastructure. The Framework Agreement Will Be Executed By The Conclusion Of Subsequent Contracts And The Issuance Of Purchase Orders Under The Conditions Of The Specifications. The Services Are Regulated By Unit And Fixed Prices. The Purpose Of This Contract Is A Legal, Economic And Strategic Project Management Assistance (Amo) Mission. It Aims To Support The Corsican Community In The Assembly, Analysis, Monitoring, Securing And Coordination Of Complex And Structuring Files Relating To The Field Of Interconnections, Transport, Mobility And Infrastructure. These Are Mission Support Services Provided By The Deputy General Directorate In Charge Of Interconnections, Transport, Mobility And Infrastructure (Dga Itmi), Which Includes Transport Economics And Interconnection Strategies. This Contract Therefore Meets The Specific Needs Of The Dga Itmi And Is Part Of A Project Management Assistance Mission Linked To Projects, Systems And Contracts Falling Within Its Field Of Competence. Amos Mission Includes: - Setting Up And Monitoring Projects; - Assistance With The Strategic Decisions Of The Community; - Technical And Legal Security Of Projects And Procedures; - Support For Interinstitutional And Partnership Relations. In This Context, The Holder May Be Required To Carry Out Legal Or Regulatory Analyzes Directly Linked To The Conduct Of Project Management Assistance Missions, In Particular For The Analysis Of Applicable Legal Frameworks, The Study Of Contractual Or Institutional Arrangements, The Identification Of Regulatory Constraints Or The Assessment Of The Legal Risks Associated With The Projects Studied. However, The Following Are Expressly Excluded From The Scope Of This Contract: - Services Relating To Litigation Management, Representation Or Assistance Before The Courts; - Missions Relating To The Preparation Or Conduct Of Pre-Litigation Procedures (Prior Administrative Appeals); - Services Relating To The Amicable Settlement Of Disputes. In Addition, The Services Carried Out Within The Framework Of This Contract Operate Without Replacing The Missions Entrusted Within The Framework Of Other Legal Service Contracts Carried Out By Other Deputy General Directorates Of The Corsican Community And Other Contracts For Project Management Assistance, Project Management Or Studies Relating To Identified Operations Or Projects, The Holder Intervening Mainly At A Level Of Transversal Support, Expertise And Analysis.
