The Ordering Party Did Not Divide The Order Into Parts Because The Subject Of The Order Is A Homogeneous, Functionally Related Scope, Including The Rental Of Examination Vehicles Intended To Achieve One Purpose, Which Is To Conduct Category B State Driving License Examinations. Execution Of The Order Under One Contract Allows For Ensuring Uniform Examination Conditions, Consistent Technical Parameters Of The Vehicles And Efficient Organization And Supervision Of The Order Implementation. 3. Division Of The Contract Into Parts Could Lead To Organizational Difficulties, Dispersion Of Responsibility On The Part Of Contractors And The Risk Of Diversification Of The Conditions For Conducting Examinations, Which Would Be Contrary To The Standardized Nature Of State Examinations. 4. At The Same Time, The Ordering Party Indicates That The Scope And Scale Of The Order Are Not Excessive, And The Size Of The Order Corresponds To The Standard Activities Of Entities Operating On The Vehicle Rental Market. Therefore, The Lack Of Division Of The Contract Into Parts Does Not Limit Access To The Procedure For Contractors With Lower Potential, Including Entities From The Small And Medium-Sized Enterprises Sector, Capable Of Independently Implementing The Contract In Its Entirety.
