Financial Transaction Processing And Clearing-House Services - Financial Transaction Processing For Cemv E-Tickets. The Bidder Intends To Implement Its E-Ticket Service With A Cemv (Europay, Mastercard® And Visa®)-Based System, Which Enables Customers To Validate Their Right To Travel With Their Physical Bank Card Or With Their Digital Bank Card Stored On Their Smart Device At Validators Located On Vehicles And At Stops. The Task Of The Financial Transaction Processor, Which Is The Subject Of This Public Procurement Procedure, Is The Safe And Continuous Management Of Bank Card Payments In The E-Ticket System, As Well As Ensuring Their Settlement In Accordance With International Card Company Rules. The Financial Transaction Processor Fully Performs The Bank Card Acceptance And Processing Tasks Related To The E-Ticket System Service For Both Retail Type, Transit Type (Including Debt Recovery Transactions), And Vpos Type Transactions. It Is Expected To Use A Payment And Settlement Model That Supports The Management Of Aggregated, Delayed And Sometimes Merchant-Initiated (Mit - Merchant Initiated Transaction) Transactions Related To Travel Events, Including Subsequent Debits (Debt Recovery), As Well As The Settlement Logic Resulting From The Application Of The Maximum Transaction Amount (Fee Ceiling Or Capping). The Task Of The Winning Bidder (At) Is The Full Management Of Payment Transactions, Including: • Management Of The Master Data Required For The Installation And Operation Of Validators And Other Ticketing Locations • Ensuring Transaction Processing, Authorization, With The Support Of High-Level Real Time And Near Time Fraud Prevention Processes • Processing Transaction Data (Clearing), • Conducting Financial Settlements (Settlement And Payment), • As Well As The Performance Of Related Reporting And Settlement Tasks To The Authorities, Card Companies And The Requester. Payment Transactions Include Card-Present And Card-Not-Present Payments. Card-Present Transaction: A Bank Card Transaction In Which The Card Or Its Digital Equivalent Is Physically Present At The Time Of Payment And Comes Into Direct Contact With The Acceptance Device. Card-Not-Present Transaction: A Bank Card Transaction In Which The Card Is Not Physically Present At The Place Of Payment, And The Transaction Is Initiated Remotely (E.G. Online Or In-App Payment) Winning At Ensures The Crediting Of The Consideration For The Transactions In The Currency And Bank Account(S) Specified By The Bidder, As Well As The Necessary Data And Feedback To The Related Systems. The Service Must Support High-Volume, Real-Time Transaction Management, As Well As The Specific Operating Characteristics Resulting From Mass Transport Use (Transit Model Operation) In Accordance With The Relevant And Current Manuals And Regulations Of Visa And Mastercard, In Full Compliance With Them.
