Research And Development Services And Related Consultancy Services – Research Project On The Topic “Study On The Causes Of Increased Child And Youth Violence As Well As Systemic Investigation Of The Lower And Upper Age Limits According To The Youth Court Act (Jgg). I. Research Objective The Aim Of The Study To Be Carried Out Is To Present And Evaluate The Development Of Crime Among Children And Young People In General And The Phenomenon Of Violent Crime In Particular, As Has Been Observed Since 2015/16, But Especially Since 2021. The Regional Disparities Must Also Be Taken Into Account. Furthermore, Hypotheses About The Causes Of This Development Should Be Identified, Weighted According To Their Substantiation By Existing Research Findings And Data And, Based On The Results Of The Cause Analysis, (Legislative) Options For Action Should Be Presented. In Addition, The Current Options For Action That Are Legally Available For Dealing With Crime By Children, Young People And Adolescents, As Well As Their Implementation In Practice, Will Be Examined. The Question That Needs To Be Addressed Is Whether Children, Young People And Adolescents Who Have Come Into Conflict With The Law Are Effectively Reached By The Legal Consequences Regime That Applies To Them. This Includes The Question Of Whether Their Actions - Taking Into Account The Perspective Of Those Injured - Are Dealt With Appropriately In The Respective System. Ii. Considerations On The Methodology The Research Goal Should Be Achieved Through Qualitative Empirical Research, Which Is Supplemented By Quantitative Elements. The Following Research Methods Will Be Taken Into Account, Although The List Is Not Exhaustive. If A Different Methodological Approach Is Chosen That Does Not Take Up The Research Methods Mentioned Or Individual Research Methods Mentioned, It Must Be Explained How The Corresponding Findings Are Achieved. 1. Evaluation Of Statistical Data Data That Has Recently Or Currently Been Systematically Evaluated, Such As In The Final Report Of The Blpg And Other Publications, Should Be Included Or These Data Should Be Updated For The Current Reporting Years. 2. File Analysis Proceedings From (Youth) Prosecutors And (Youth) Courts, Enforcement Records, Procedural Files From The Courts Responsible For Child Matters And Placement Matters As Well As Files From (Free And Public) Child And Youth Welfare Services Must Be Evaluated To Determine The Facts Relevant To Answering The Research Questions, Supplemented If Necessary By Other Investigative Files (Police) Relevant To The Proceedings. 3. Gaining Knowledge Through Questionnaires And Interviews The Knowledge Gained On The Basis Of Statistical Data And File Analysis Should Be Supplemented And, If Necessary, Deepened Through Interviews With Experts And Accompanying Questionnaire Surveys. One Focus Should Be On The Technical Assessment Of The Applicability And Efficiency Of The Existing Options For Action In A Systemic Context.
