Tenders are invited for Consulting Services for Energy Assessment (Eas) Closing Date: Monday, 31. Aug 2026 Intervention Sector(s): Environment The Lebanon Green and Resilient SMEs (LGRS) Program, funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and jointly implemented by Vitas Lebanon and Al Majmoua, seeks to engage a qualified energy assessment Service Provider to support medium and large enterprises across Lebanon. The LGRS Program aims to strengthen the resilience and sustainability of eligible Lebanese enterprises through two main components: EU Green Grants Component: Provides grants for green energy and energy efficiency investments, including solar panels, energy-efficient equipment, and climate-resilient solutions. BMZ Loan Subsidies Component: Provides subsidized loans to enhance business activities, growth, and resilience, with amortization subsidies for micro-loans and interest rate subsidies for larger loans. Energy assessment services (EAS) are a critical element of the programs technical assistance framework, ensuring that supported renewable energy (RE) and energy efficiency (EE) investments are technically sound, appropriately sized, cost-effective, and aligned with both enterprise needs and Program objectives. The overall objective of this assignment is to provide independent, technical EAS for medium to large enterprises. These services will support MFIs during the grant approval phase and implementation process. For the purposes of this assignment, the EAS are targeted assessments, focused on validating the technical feasibility, appropriateness, and expected impact of the proposed RE/EE investments, and on demonstrating how this EAS integrates into the companys green solution, ensuring that the investment creates positive impact and consistent with the companys objectives. EAS will be delivered to 130 medium to large enterprises located all over Lebanon. Further Information: This is a single-stage bidding process (including post-qualification) with a one-envelope submission procedure for consulting services. The tender is guided by the latest version of the KfW Procurement Guidelines (January 2019, 3rd update July 2024), see KfW Procurement Guideline. This tender is conducted as a National Competitive Bidding (NCB) procedure. The selected Consultant must be legally registered in Lebanon and authorized to operate in the country prior to contract signature. Due to the nature of the assignment, bidders must demonstrate physical presence in Lebanon and the capacity to deliver on-site services across all regions of the country.
