The Order States That Independent Technical Experts (Ite) May Be Appointed To Provide Oversight Through Independent Technical Input On Methods, Criteria And Recommendations For The Selenium Target For Koocanusa Reservoir.The Purpose Of The Abmp Is To Remediate Water Quality Effects Of Past Coal Mining And To Guide Future Development In A Designated Area, Which Includes The Elk River Watershed And The Canadian Portion Of The Koocanusa Reservoiramendment #2 Involvescomplex,Novel,Highly Technicalsubject Matter,Along Withconsultation With Four Ktunaxa First Nation Governments And Engagement With Six Other Governments And Industry, Representingdiverseperspectives. There Is Now Improved Understandingof Selenium,How It Bioaccumulates,Potential Risks To Human Consumers Of Fish From Koocanusa Reservoir,Hydrologicand Mixing Conditions In The Reservoir,Influence Of Dam Operations,Selenium Transport,Andselenium Removal And Treatment Technologies.A Review Of The Selenium Water Quality Targetallowsnew Scientific Informationand Improved Understandingtobe Integrated Toensure The Targetremainsrelevant And Effective Towards Achieving Theplan’Sgoals.An Ite On Selenium Toxicology Is Required To:Provide Expert Independent Advice To Env To Support The Development Of A Selenium Bioaccumulation Model That Can Be Used By The Ministry To Inform The Review And Development Of Selenium Target(S) In Koocanusa Reservoir For The Elk Valley Area Based Management Plan. Provide Independent Selenium Bioaccumulation And Aquatic Toxicology Expertise And Advice To Env, Including Responding To Technical Questions, Peer-Reviewing Env-Authored Documents, Providing Advice And Recommendations On Env Products, Offering Professional Opinions And Providing Technical Guidance On Env Model Development, Use And Interpretation. Attend Meetings With Env Staff On An ‘As And When Needed’ Basis To Coordinate The Delivery Of Outputs.The Ite Must Provide Advice On The Development Of A Selenium Bioaccumulation Model For Koocanusa Reservoir. The Model Will Explain The Relationship Between Aqueous Selenium Concentrations In Koocanusa Reservoir And Fish Tissue Concentrations, With Predictions That Compare Well To Actual Measured Water Quality And Fish Tissue Data Collected From The Reservoir. The Ite May Be Requested To Prepare Memos And/Or Presentations And Share Their Analyses With Env And Other Parties, Including At One Or More In-Person Or Multi-Party Online Meetings, With Timing And Other Details Agreed Upon By Env And The Contractor. The Contract Will Be Valid From August 2026 – December 31,2027. There May Be An Opportunity To Extend The Contract If The Project Timeline Is Adjusted.
