Work Detail
Wood Fuels – Supply Of Biomass Products For The Cogeneration Facilities Of The Sart-Tilman Central Boiler Room (B10). This Contract Concerns The Delivery Of Biomass In The Form Of Pellets For One Year To The Day, Starting On The Date Of The First Delivery. The Presumed Quantity Of Pellets To Be Delivered Over 12 Months Corresponds Approximately To 64,000 Mwh Pcs. This Quantity Is Given As An Indication, Possible Stoppages Due To Technical Problems Or Any Other Cause Being Unforeseeable. Deliveries Will Begin On November 15, 2026 (End Of Current Contract On November 14, 2026). An Interruption Of Operation Is Planned For The Months Of June To August For Maintenance (12 Weeks Of Shutdown Are Included In The Estimated Schedule.) This Contract Is Concluded For A Period Of 12 Months. Temporary Associations Of Producers Are Authorized. It Should Be Noted That All Members Of The Temporary Association Must Individually Respect The Right Of Access And Qualitative Selection. Application Of Directive 2023/2413 – Red Iii (Directive 2023/2413/Eu) – Sustainability Of The Origin Of Biomass. When The Ets (Emission Trading System) Was Created, A European System For Trading Co2 Quotas To Which The Sart Tilman Central Boiler Room Is Subject, Emissions Linked To Biomass Were Considered Zero And These Emissions Therefore Did Not Require Annual Restitution Of Quotas. This Logic Changed In 2023 With Directive 2023/2413 (Red Iii Which Modifies The Treatment Of Biomass Within The Framework Of The Ets (Emission Trading System). Consequently, Emissions Linked To A Flow Of Biomass Will By Default Be Considered As Fossil, And Uliège Will Only Be Exempt From Returning Quotas If And Only If The Installation Demonstrates That The Sustainability Criteria Linked To The Origin And The Greenhouse Gas Savings Criteria As Defined In Article 29 (Paragraphs 2 To 7 And Paragraph 10) Of Directive 2023/2413 (Red Iii) Are Respected Or When These Criteria Do Not Apply To The Biomass In Question. To Do This, By Submitting A Price For This Contract, The Bidder Undertakes To Deliver Pellets Certified According To A Voluntary Scheme Recognized By The European Commission Within The Framework Of Red Iii And To Ensure That The Total Emission Factor. (Including Transport) Is Less Than 30 Kg Co2/Mwh.
