Tenders are invited for Tasking Support to Sherlock Project The Sherlock project develops a CNS system monitoring platform that operates on big data within the cloud. It offers a browser-based user interface to a range of user profiles, including external stakeholders (e.g. ANSPs, regulators, NSAs, aircraft operators). As such, the Sherlock platform provides a non-operational information-oriented Network Manager service in response to EU Rule IR (EU) 2019/123 (SIAAAM parts). The Sherlock software development depends on the big data / cloud platform that is provided by the EUROCONTROL (the TEC department). The current Sherlock development activities focus on implementing the needs of a first set of SUR and NAV applications (see Appendix Error! Reference source not found.). At the same time, the platform may readily provide data to other Agency applications as well. For this, Sherlock makes use of wide range of data sources, with the EMIT1 network of ADS-B receivers providing the big data. By the end of 2025, a first set of Sherlocks applications and common-purpose components has reached the production status for at least their baseline version, such that platform can be used by EUROCONTROLs stakeholders. Technical subject matter: The objective of this Call for tenders for the years 2026 to 2029 is the maintenance of the abovementioned applications / common-purpose components, as well the development of new applications / common-purpose components or additional application features.
