Tenders are invited for Safe Migration Cambodia (SaMiCa II) Phase II Project Mid-Term Evaluation Budget The ceiling budget for this consultancy is USD 17,000 which includes all related consultancy costs and withoding tax Description of the Project The SaMiCa II project runs from January 1st to till the End of 2027. Its overall objective is to combat human trafficking and other exploitative forms of migration through a comprehensive approach that includes prevention, protection, and reintegration intervention, and improved stakeholder coordination. At the impact level, this project aimed at enabling individuals, particularly women, children, and youth, to exercise their rights and contribute to a democratic society as productive citizens therefore reducing the societal and economical costs associated with harmful migration and child/human trafficking and leading to increased economic productivity, more sustainable livelihoods, enhanced resilience, and selfsufficiency to build a foundation for long-term economic stability and independence. The project target areas are in and around Poi Pet city and Kamrieng District, Battambang province in Cambodia. At the outcome level, the project aims at the following four areas: Prevention of unsafe migration and human trafficking Protection for victimised children, youth and vulnerable/at risk migrants Reintegration of vulnerable and at-risk children and migrants into society Stakeholder Coordination and Capacity Building Following the initial phase (2022-24), the final evaluation was completed, and baseline assessment was conducted in early 2025. These assessments provide critical entry points for the commencement of implementation of SaMiCa II. The annual narrative report reveals the achievement as its desired outcomes. Prevention centralises on increased awareness raising on legal knowledge and safe migration practices to prevent unsafe migration reaching 19,814 migrants, potential migrants, and vulnerable children with necessary information. Protection supports 1, 619 migrants to receive essential protection services such as foods, shelter, and psychological support. The reintegration support 3, 473 returnees, including children and lower income community members to access job, vocational training, and improve income, as well as reintegrate into society and family. Coordination has faced shortfall due to border conflict, unable to establish coordination mechanism but the focus has adapted in-country engagement efforts (see detail in the 2025 narrative report). 3. CACHs Approach In line with the overall objective of the project, CACHs self-implement the Graduation Approach addressing the multiple barriers through a range of holistic and multi-sectoral interventions, offering a tailored and sequenced set of poverty reduction intervention to meet the unique needs of the poor migrants and youths for a lasting impact (graduating out of poverty). The selected project beneficiaries will be undergone this sequence of intervening, spacking from providing cash transfer covering basic needs, definingindividual livelihoods development plan, participating in a series of life skills trainings , accessing vocational training skills and consumption support and/or business start-up grants and job placement. Monthly coaching and monitoring support is provided to assess the progress against the set of graduation criteria, namely improved food security, increased saving, improved self-confidence, and completion of vocational skills and access to start up grants. 4. Scope and focus 4.1 Objectives The evaluation should cover the SaMiCa II project implements period of 2025 and up to quarter 3 of 2026. This evaluation assesses the Relevance, Effectiveness, Efficiency, Impact, and Sustainability of the project. It will also consider cross-cutting issues such as gender. Given the projects relevance, the evaluation will focus on: Assessing the relevance of the intervention logic in regard to the projects overall objective and in the current context. The consultant will look at each outcome, outputs and partners roles contribute to achieving the overall objective.
