4. The Scope Of The Order Includes The Following Elements: A) Purchase Of A Software License For The Public Consultation System (1 Pc.) B) Purchase Of Services For The Implementation Of The Public Consultation System (1 Pc.) C) Purchase Of Services For The Development And Implementation Of E-Services For Public Consultations (1 Pc.)5. The Order Will Be Implemented For The Benefit Of The Opole Lubelskie Commune.6. A Detailed Description Of The Subject Of The Order, Including The Definition Of The Minimum Requirements, Is Presented In Annex No. 1 To The Swz - Detailed Description Of The Subject Of The Order (Sopz). The Ordering Party Informs That Where The Ordering Party Has Described The Subject Of The Order By Reference To Standards, European Technical Assessments, Approvals, Technical Specifications And Technical Reference Systems, Solutions Equivalent To Those Described Are Allowed. The Ordering Party Informs That Where In The Swz And Its Annexes It Has Described The Subject Of The Order By Indicating Trademarks, Patents Or Origin, Source Or Specific Process That Characterizes The Products Provided By A Specific Contractor, Which Could Lead To The Preference Or Elimination Of Certain Contractors Or Products, The Ordering Party Allows A Solution Equivalent To The One Described, Provided That They Have No Worse Properties And Quality. A Contractor Who Refers To Solutions Equivalent To Those Described By The Ordering Party Is Obliged To Prove In Its Offer That The Proposed Solutions Meet The Requirements Specified In The Description Of The Subject Of The Order To An Equivalent Extent.8. The Ordering Party Does Not Allow The Submission Of Partial Offers. 9. The Ordering Party Does Not Allow The Submission Of Variant Offers.10. The Ordering Party Does Not Envisage Concluding A Framework Agreement.11. The Ordering Party Does Not Envisage Selecting The Most Advantageous Offer Using An Electronic Auction Or Awarding Repeated Orders.12. The Ordering Party Does Not Provide For The Possibility Of Awarding Contracts Referred To In Art. 214 Section 1 Point 7) And Point 8) Of The Act.13. The Ordering Party Does Not Require And Does Not Allow The Submission Of Offers In The Form Of Electronic Catalogs Or The Inclusion Of Electronic Catalogs In The Offers.14. The Ordering Party Does Not Reserve The Right To Apply For The Execution Of The Order Only By Contractors Referred To In Art. 94 Of The Act.15.
