Jul 2026 Intervention Sector(s): Coordination & Information management Lebanon continues to face major challenges affecting the healthcare system, including economic deterioration, repeated emergencies, shortage of healthcare workers, and increasing pressure on primary and secondary healthcare services. These challenges have highlighted the urgent need for sustainable, scalable, and standardized capacity-building mechanisms targeting healthcare workers and frontline staff across the country. In parallel, the Ministry of Public Health (MoPH), humanitarian actors, and healthcare institutions continue to develop and update technical guidance documents, Standard Operating Procedures (SOPs), clinical pathways, digital health systems, and specialized training materials. However, despite the availability of these resources, access to structured and standardized learning opportunities remains inconsistent due to geographical barriers, limited human resources, operational constraints, and limited availability of in-person training. Digital learning platforms and blended learning approaches have become essential tools to support continuous professional development, ensure harmonized technical knowledge, and improve accessibility of learning materials for healthcare workers. E-learning approaches also contribute to sustainability by allowing healthcare personnel to access training materials remotely, repeatedly, and at their own pace while reducing operational costs associated with face-to-face training sessions. Under this consultancy, PUI aims to support the development of an interactive E-Learning Platform for health-related topics through the transformation of existing medical tools, SOPs, guidelines, and technical training materials into interactive digital learning modules. The consultancy will also support the integration of selected health training packages into the Ministry of Public Health Moodle platform to strengthen national institutionalization and sustainability of digital learning initiatives. The consultancy will specifically support the digitalization and integration of: Nursing Module PHENICS Basic Training Infant and Young Child Feeding (IYCF) 20-hour Training By transforming technical materials into accessible and interactive digital learning content and integrating them into the MoPH learning platform, this initiative contributes to strengthening healthcare workforce capacity, standardizing training approaches, and supporting national health system strengthening efforts. CONSULTANCY OBJECTIVES 1.2.1 Overall Objective To develop an interactive, user-friendly, and scalable E-Learning Platform for health-related topics through the digital transformation of existing medical and technical materials and integration into the Ministry of Public Health Moodle platform. 1.2.2 Specific Objectives Phase 1 Digitalization and Interactive Content Development Review existing SOPs, tools, guidelines, and technical training materials. Transform technical content into interactive digital learning materials adapted for self-paced online learning. Develop multimedia educational materials, including interactive presentations, quizzes, animations, voice-over content, videos, and case-based learning exercises. Ensure instructional design aligns with adult learning methodologies and healthcare capacity-building standards. Ensure all developed materials are technically validated by relevant health specialists and stakeholders in PUI. Phase 2 Moodle Integration and Platform Operationalization Integrate selected training packages into the Ministry of Public Health (MoPH) Moodle platform. Ensure compatibility, accessibility, and functionality of all modules within the Moodle environment. Configure learning pathways, user access, assessments, completion certificates, and reporting functionalities where applicable. Support testing, troubleshooting, and operationalization of the integrated learning modules. Provide technical orientation and handover to designated MoPH and PUI focal points. METHODOLOGY Key Responsibilities Phase 1 Digitalization and Interactive Content Development Content Review and Technical Alignment Review all existing training materials, SOPs, guidelines, manuals, and medical tools provided by PUI and MoPH. Assess the materials to identify adaptation requirements for digital learning purposes. Coordinate with PUI and MoPH technical teams to validate content accuracy, consistency, and alignment with national standards. Ensure all developed materials maintain technical integrity and educational relevance. Instructional Design and Educational Adaptation Develop an instructional design framework adapted for healthcare workers and adult learners. Transform technical and medical content into interactive self-paced E-learning modules. Adapt complex medical and operational concepts into simplified, learner-friendly educational content. Structure learning pathways and module sequencing according to training objectives and learner progression. Multimedia and Interactive Content Development Develop interactive educational materials, including: Interactive presentations Voice-over learning sessions Animated educational videos Interactive exercises Scenario-based simulations Case studies Knowledge assessments and quizzes Ensure content is visually engaging, user-friendly, and technically accurate. Ensure compatibility with desktops, tablets, and mobile devices. Optimize materials for low-bandwidth environments where feasible. Quality Assurance and Validation Submit draft modules and multimedia materials for technical review by PUI and MoPH. Revise and adapt content based on technical feedback. Ensure all materials meet educational, technical, and accessibility standards. Conduct internal testing of all developed modules before integration phase. Phase 2 Moodle Integration and Platform Operationalization Moodle Platform Integration Integrate finalized E-learning modules into the Ministry of Public Health (MoPH) Moodle platform. Configure: Course structures User enrollment pathways Interactive activities Learning progression Assessments and quizzes Completion certificates Reporting functionalities where applicable Ensure all integrated materials are fully functional and operational within the Moodle environment. Technical Development and System Optimization Ensure compatibility and responsiveness across devices and browsers. Conduct troubleshooting, debugging, and technical optimization of uploaded modules. Ensure platform stability, accessibility, and user-friendly navigation. Ensure compliance with data protection and platform security requirements. User Testing and Validation Conduct pilot testing sessions with designated users and stakeholders. Collect feedback related to functionality, accessibility, usability, and learning experience. Revise and optimize modules and platform functionalities accordingly. Ensure smooth operationalization before final handover. Capacity Transfer and Handover Provide technical documentation related to Moodle integration and platform management. Deliver editable source files and finalized educational materials. Conduct orientation and capacity-building sessions for designated PUI and MoPH focal points on: Platform administration User management Basic troubleshooting Content updating Ensure full technical and operational handover of all developed materials and platform components. AREA OF INTERVENTION AND DURATION OF THE CONSULTANCY Home-based consultancy with regular coordination meetings with PUI and Ministry of Public Health technical teams. Physical attendance at meetings, workshops, or technical validation sessions may be required when necessary The tasks must be completed within 3 months. FUNCTIONAL LINKS The Consultant will be working directly under the overall supervision of PUI Health coordinator and health specialist, with close collaboration with the Ministry of Public Health (MoPH). The candidate must be an individual. Experience transforming technical and medical content into E-learning materials. Experience developing interactive educational content for healthcare workers. Familiarity with SOPs, clinical guidelines, and health systems strengthening approaches. E-Learning and Moodle Development Experience Proven experience in Moodle platform development and administration. Experience integrating E-learning modules into Moodle systems. Experience in instructional design and adult learning methodologies. Strong experience in multimedia production and interactive learning tools. Demonstrated experience integrating SCORM/xAPI modules into Moodle. Proficiency in at least one professional e-learning authoring tool (e.g., Articulate Storyline, Adobe Captivate, iSpring, or H5P). Coordination and Institutional Experience Experience working with Ministries of Health, NGOs, UN agencies, or academic institutions. Familiarity with the Lebanese health sector is an asset.
