Tenders Are Invited For Consultancy Services For The Implementation Of The Resettlement Action Plan (Rap) For The Eac Railway Rehabilitation Support Project

Expression of Interest for Consultancy Services for the Implementation of the Resettlement Action Plan (Rap) for the Eac Railway Rehabilitation Support Project for the Rehabilitation of the Kampala Malaba, Kampala Port Bell and Kampala Nalukolongo Kyengera Meter Gauge Railway Lines The assignment will involve providing comprehensive Resettlement Action Plan (RAP) implementation support, including preparation and execution of the RAP implementation plan; stakeholder engagement and public consultations; validation and updating of the RAP and Project Affected Persons (PAPs) database in accordance with the approved cut-off date and prevailing field conditions; establishment of a robust RAP implementation database; implementation of communication and grievance redress mechanisms; preparation of compensation documentation and standard operating procedures; support to compensation payment and verification processes; preparation and issuance of PAP identification materials; development and implementation of measures for vulnerable groups; due diligence on unidentified and disputed PAPs, including those involved in legal proceedings; continuous stakeholder engagement in accordance with the Stakeholder Engagement Plan (SEP); and preparation of periodic progress reports and a final RAP implementation completion report, including updated geo-referenced RAP strip maps, in compliance with applicable national legislation and international safeguards. The duration of assignment is Nine (9) Months. 2 Uganda Railways Corporation (URC) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. The Consultant, within the last ten (10) years, must have: a. Completed at least three (03) assignments involving the implementation of Resettlement Action Plans (RAPs) for transport or other linear infrastructure projects such as railways, roads pipelines, transmission lines, etc. b. Completed at least two (02) assignments financed by Multilateral Development Banks (MDBs) or other international development partners (such as AfDB, World Bank, JICA, EIB, etc), demonstrate compliance with international environmental and social safeguard requirements. c. Experience in carrying out the following activities as part of RAP implementation including; Stakeholder engagement and public consultations, Verification and validation of Project Affected Persons (PAPs), Land acquisition, Asset inventory verification and compensation management, Resettlement planning, Livelihood restoration planning and implementation, Establishment and operation of Grievance Redress Mechanisms (GRM), Preparation and management of RAP, preparation & implementation databases, including GIS-based spatial information, Monitoring and reporting on RAP implementation, Demonstrated experience in coordinating with Government institutions, local authorities, and affected communities during implementation of resettlement programs. d.
