Expression of Interest for Thematic Evaluation on Climate Change and Health in the Adaptation Fund The Adaptation Fund, established by the UNFCCC, finances concrete adaptation projects and programmes in developing countries. Since 2010, it has committed over USD 1 billion to climate change adaptation and resilience, supporting 150 localized projects for vulnerable communities and benefiting more than 38 million people. The Fund is financed mainly by government and private contributors and a 2% share of proceeds from Certified Emission Reductions issued under the Kyoto Protocols Clean Development Mechanism. The Technical Evaluation Reference Group of the Adaptation Fund (AF-TERG) was established in 2018 as an independent advisory group accountable to the Adaptation Fund Board, to support implementation of the Funds evaluation framework, replaced by the Evaluation Policy in October 2023. At its forty-sixth meeting, the Board approved a thematic evaluation on climate change and health (B.46/56), to be conducted by AF-TERG in FY27 (July 2026June 2027). The evaluation will assess health-related activities across the Funds 20172026 portfolio, identifying trends and lessons on health risks, co-benefits, and adaptation interventions. Its findings will inform good practice, lessons learned, and development of MTS III. The Adaptation Fund therefore seeks a qualified vendor to conduct the evaluation in line with the Evaluation Policy and existing guidance notes. The evaluation will assess health activities in the Funds portfolio and inform countries seeking to advance national health adaptation objectives. Conducted as an independent thematic evaluation, it will identify trends and lessons across Fund projects, guided by the Adaptation Fund Evaluation Policy principles and criteria. Evaluation Scope: The evaluation will cover the Funds portfolio from 2017 to 2026, the current pipeline, and relevant strategies and programs. It will apply a cross-sectoral lens to identify projects addressing health risks, co-benefits, and adaptation interventions, beyond those classified solely as health projects. The Approach: The evaluation will use a thematic, phased approach, combining desk research, portfolio analysis, literature review, semi-structured stakeholder interviews, and case studies. While independent, it will include consultations with Fund leadership at key points and may incorporate additional lines of inquiry during inception, as recommended by the AFB Secretariat.
