The Objectives Of The Study Are To Find Out The Current Practices Of Supporting, Monitoring And Informing Participation In Youth Services In Local Governments And Their Estimated Impact On The Participation Of Young People Aged 7-19 In Youth Services. In Addition, The Goal Is To Find Out The Applicability And Potential Impact Of The Account-Based Financing Model Used In The Icelandic Prevention Model On Participation In Youth Services (I.E. Hobby Education, Hobby Activities And Youth Work) In Estonia And To Propose A Financing Model That Is Suitable For Estonia (Including The Specificities Of Municipalities, Educational And Youth Policy Direction And Target Group) That Promotes Participation In Youth Services.
