Construction Work – Wsz-Ep-14/2026 - Construction Of A New Bed Block - Relocation Of The Gynecology And Obstetrics Department, Neonatal Department And Childrens Department To Ul. Szpitalna 45. 1. The Subject Of The Order Is Construction Of A New Bed Block - Relocation Of The Gynecological And Obstetrics Department, The Neonatal Department And The Childrens Department To Szpitalna 45. 2. A Detailed Description Of The Subject Of The Order Is Included In The Design Documentation Constituting Annexes No. 2.1 To 2.3 To The Swz And The Annex Entitled: Changes To The Design Documentation Containing Changes To The Design Documentation Together With The Admission Room Concept. 3. The Conditions For The Implementation Of The Subject Of The Order Are Also Included In The Draft Provisions Of The Agreement, Constituting Annex No. 7 To The Swz. 4. The Order Is Co-Financed From The Budget Of The Greater Poland Voivodeship Under The Grant Agreement No. Dz-Iv-A/21/2022. 5. The Ordering Party Has Not Divided The Order Into Parts And Does Not Allow The Submission Of Partial Offers. The Order In Question, I.E. Construction Of A New Bed Block - Relocation Of The Gynecology And Obstetrics Department, The Neonatal Department And The Childrens Department, Was Not Divided Into Parts Due To The Specific Nature Of The Services And Construction Works Covered By The Subject Of The Order. In Particular, This Applies To Individual Components Of The Subject Of The Contract, Which Are Elements Integrated With Each Other In A Way That Excludes The Possibility Of One Element Operating Without The Other, So As To Maintain The Implementation Of The Entire Task And To Eliminate A Potential Situation In Which The Ordering Party Receives Only Part Of The Subject Of The Contract As Part Of Dividing The Contract And Then Will Not Be Able To Ensure The Proper Functioning Of The Whole. The Subject Of The Order Includes One Investment Project, Which Will Be Implemented On The Basis Of A Building Permit Issued. Moreover, Dividing The Order Into Parts Would Be Unfavorable For The Ordering Party Also Due To The Risk Of Extending The Task Completion Time, Increasing Investment Costs, And The Possibility Of, Among Others, Technical Problems At The Implementation Stage (Incompatibility Of Solutions). Another Argument Against Dividing The Order Is The Difficulty In Coordinating Work And Enforcing Rights Arising From The Warranty, I.E. Dilution Of Responsibility Among Contractors Of Individual Parts, Lack Of Obtaining A Single Warranty For The Entire Investment. Also The Possibility Of Dividing The Order, Due To The Above-Mentioned Reasons (Mainly Related To Technical And Coordination Of Works) Are Not Provided For In The Developed, Multi-Discipline Design Documentation On The Basis Of Which The Building Permit Was Issued. 6. The Ordering Party Does Not Allow The Submission Of Variant Offers. 7. The Ordering Party Requires The Submission Of An Offer After The Contractor Has Visited The Site. Before Preparing And Submitting The Offer, An Inspection And On-Site Inspection Should Be Carried Out In Order To Obtain The Necessary Information To Make A Correct Valuation Of The Future Place Of Execution Of The Subject Of The Contract. The On-Site Visit Will Enable Contractors To Obtain Information Useful For Preparing An Offer, Including Getting Acquainted With The Technical Condition Of The Existing Infrastructure.
