With The Exist Lighthouse Competition “Startup Factories” (Xsf; Hereinafter Referred To As The “Xsf Program Line”), The Federal Ministry For Economic Affairs And Energy (Bmwe) Has Been Expanding The Exist Program Family Since 2024 With A New Strategic Funding Instrument For The Sustainable Strengthening And Scaling Of The German Start-Up Ecosystem. The Aim Is To Set Up Up To Ten Internationally Visible, Privately Supported Xsfs, Which Act As Central Actors In Start-Up Support And Work Closely With Universities, Research Institutions, Start-Ups, Established Companies And Private Investors. The Success Monitoring Of The Xsf Program Line Is Based On Several Coordinated Instruments. At The Program Level, The Jülich Project Manager Is Responsible For The Systematic Preparation Of Funding Statistics, Which Provide Information About Applications, Approvals, Outflow Of Funds And Milestone Fulfillment. In Addition, Program-Accompanying Monitoring Is Implemented, Which Is Based On A Logical Impact Model And Records The Funded Institutions And The Start-Up Projects They Support Using Standardized Online Surveys. The Data Obtained In This Way Forms The Basis For The Internal Measure Controlling Of The Responsible Specialist Department In The Bmwe. In Addition, An Accompanying External Scientific Evaluation Is Planned. The Service Advertised Here Refers To This External Accompanying Evaluation, The Subject Of Which Is The Practical Implementation Of The Models Developed In The Concept Phase, The Institutional Establishment Of The Xsf As Well As The Results And Effects Achieved During The Funding Period. The Accompanying Evaluation Serves To Monitor Success In Accordance With Vv No. 11A 2 To Section 44 Bho And Is Intended To Contribute To The Monitoring Of Target Achievement, Effectiveness And Profitability In Accordance With Vv No. 2.2 To Section 7 Bho. The Accompanying Evaluation Of The Exist “Startup Factories” Project Phase And, Optionally, The Overarching Consideration Of The Exist Program Lines (I.E. Exist Start-Up Scholarship, Exist Research Transfer, Exist Women) Are Expected To Take Place In The Period From October 1St, 2026 To December 31St, 2030.
