Expression of Interest for Social & Environmental Consultant E&S Studies CEG/CEG Rio Engagement of a firm specialized in social and environmental assessment to support the structuring project led by IFC for the Government of the State of Rio de Janeiro, covering the CEG and CEG Rio concessions, across all three phases and under both scenarios (renewal or re-tendering). The firm must have solid experience in Brazilian environmental legislation (general and gas-sector-specific) and mastery of the IFC Performance Standards and World Bank Group E&S Guidelines. Phase 1 Initial Social & Environmental Report: a survey of existing social and environmental information to characterize the setting and define the area of influence and the need for field surveys; assessment of applicable legislation; identification of the relevant actors, stages, and timelines of environmental licensing (municipal, state, federal), including main compliance acts (e.g., vegetation-suppression authorization, intervention in preservation areas); identification and analysis of stakeholders (neighboring communities, NGOs) and, where applicable, an engagement strategy; analysis of regulatory compliance (ongoing or concluded licensing, validity of licenses and authorizations); identification of the main social and environmental risks and impacts following the mitigation hierarchy (avoid, minimize, rehabilitate, compensate); a gap analysis against the IFC Performance Standards and World Bank EHS Guidelines, with proposed measures and/or contractual provisions; and assessment of Natural and Critical Habitat risk, where identified. Phase 2 Transaction Structuring (scope may vary with the Phase 1 outcome): identification of existing social and environmental liabilities in the area of influence, based on ongoing administrative and judicial proceedings and field surveys; identification of potential resettlements and expropriations required to implement the investment plan; definition of social and environmental capital and operating costs (liability remediation, mitigation measures including those arising from IFC Performance Standards compliance, and social and environmental compensation), with solutions and strategy to make the project viable from a social-environmental standpoint; and preparation, together with the legal consultant, of the social and environmental contractual and bidding provisions. Phase 3 Transaction Implementation: implementation of the selected structure following GovRJ approval public consultation and hearings, TCE review where applicable, finalization of transaction documents, national and international roadshows, and support throughout the bidding process or the renewal negotiation up to commercial close, which marks the successful completion of the phase. The deliverables will provide the social and environmental foundation of the transaction, supplying inputs for financial modeling (social-environmental CAPEX and OPEX) and for the contractual and bidding provisions, and serve as a reference for liability remediation, mitigation and compensation measures, and compliance with the IFC Performance Standards and World Bank E&S Guidelines Tender Link : https://wbgeprocure-rfxnow.worldbank.org/rfxnow/public/advertisement/7097/view.html
