Request for proposals for Technical Assistance for Country-Level Fishing Fleet Decarbonization Feasibility Assessments and Development of a Regional Decarbonization Strategy and Action Plan 3.0 Scope of Works Under the direction of the STAR-Fish Regional Project Coordinator and in collaboration with the CRFM Project Management Unit (PMU), National Project Focal Points, and relevant stakeholders, the Consultant shall undertake the following tasks: 3.1 Inception and Work Planning Participate in an inception meeting with the CRFM/PMU to review the Terms of Reference, project implementation, methodologies, and confirm timelines and reporting requirements; Prepare an Inception Report and detailed Work Plan and implementation schedule; The methodology and all activities and outputs under the assignment shall apply a gender-responsive, socially inclusive, and ESS-informed approach consistent with the STAR-Fish Gender Equality Strategy (GES), the CRFM Environmental and Social Safeguards (ESS) Policy, Global Affairs Canada (GAC) ESS Guidelines, and relevant national and regional fisheries, energy, climate, and sustainable development policies. This shall include consideration of implications for women, youth, Indigenous Peoples, and vulnerable fisheries stakeholders; barriers to equitable access to financing, technology, infrastructure, and participation in transition processes; and potential environmental and social risks associated with identified transition pathways 3.2 Vessel-Based Decarbonization Feasibility Assessment A core task of this consultancy is to undertake a vessel-based fishing fleet decarbonization feasibility assessment across the STAR-Fish countries. The assessment shall: Review major vessel typologies operating across participating countries; identify key factors influencing fuel consumption and greenhouse gas emissions; assess feasible renewable energy, energy efficiency, and low-carbon transition options applicable to different vessel typologies; identify practical and scalable transition pathways suitable for small-scale and commercial fisheries operations; assess operational suitability, enabling infrastructure, financing considerations, implementation requirements, and relevant safety or seaworthiness considerations associated with identified transition pathways; assess technical, operational, financial, institutional, policy, environmental, social, gender, and safety considerations affecting decarbonization feasibility; and identify barriers, opportunities, risks, and enabling conditions affecting transition and long-term sustainability.
