Tenders are invited for Consulting - Recruitment of an Audit Firm for Organizational Assessment Closing Date: 31 Jul 2026 Type: Consultancy Mission Context Doctors of the World Belgium (MdM-BE) is an international medical development NGO that is part of an international network. The Organization provides medical assistance to vulnerable groups, in Belgium and the rest of the world. It wants universal health coverage where every person has access to care, without obstacles (financial, cultural, geographical, etc.). To carry out its mission, it is based on three pillars: Care, Support and Testify. As part of the procedure for obtaining the Humanitarian Partnership Certificate from the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) for the period 2028-2034, Médecins du Monde Belgium wishes to appoint an independent audit firm to carry out the organisational assessment provided for in the European Commissions Terms of Reference (see attached). The purpose of this mission is to assess the organisations systems, procedures, internal controls and governance mechanisms in order to determine whether it meets the eligibility and capacity criteria required by DG ECHO. Mission Description The services will be carried out in accordance with the Terms of Reference (ToR) of the European Commission (DG ECHO), annexed to these specifications. The selected audit firm will be responsible for carrying out all the work provided for by the ToR, in particular: analyse the documentation made available by Médecins du Monde Belgium; carry out the necessary on-site assessment work and maintenance; complete the evaluation questionnaire and produce the deliverables provided for in the ToR; submit an independent evaluation report in accordance with DG ECHOs requirements. Bidders attention is drawn to the following: the services will mainly be provided at the headquarters of Médecins du Monde Belgium in Brussels; the technical offer, the financial offer and the exchanges with MdM-BE may be written in French; in accordance with DG ECHOs ToR, the final independent evaluation report and deliverables for the European Commission will have to be written in English. Eligibility and audit team requirements Tenderers will have to demonstrate that they meet the minimum requirements set out in the European Commissions Terms of Reference (DG ECHO) a) Eligibility conditions of the tenderer The audit firm (or the auditor responsible for the engagement) will: be a member of a national professional accounting or auditing body affiliated with the International Federation of Accountants (IFAC), or be entered in the public register of a public oversight body of a Member State of the European Union, in accordance with Directive 2006/43/EC on statutory audit; be totally independent of Doctors of the World Belgium. Internal auditors of the organization or any person with a conflict of interest are not eligible. Bidders must attach to their bid documents attesting to compliance with these conditions. b) Composition of the audit team The proposed team should comply with the minimum requirements of the DG ECHO Terms of Reference and include professionals with the following levels of experience: Category 1 Partner: minimum 12 years of professional experience and authorization to sign statutory audit reports; Category 2 Manager: minimum 6 years of professional experience; Category 3 Senior Auditor: minimum 3 years of professional experience; Category 4 Assistant Auditor: minimum 6 months of professional experience. The technical offer must include the curriculum vitae of all the members of the proposed team. Each CV will specify in particular the qualifications, professional experience, the intended role in the assignment as well as the references of comparable assignments (beneficiary organization, nature of the services, period of performance and donor concerned, if applicable). Mission planning The evaluation mission will start on 1 October 2026 and must be finalised by the submission of the final evaluation report by 31 December 2026 at the latest. The mission will take place in three main phases: Literature review and preparation Following the notification of the contract, the auditor will organise a kick-off meeting with Médecins du Monde Belgium in order to specify the practical arrangements for the mission and to communicate the list of documents necessary for the evaluation. On the basis of the documents submitted by MdM-BE, the auditor will carry out the documentary analysis, prepare his work programme and plan the on-site work, in accordance with DG ECHOs Terms of Reference. Fieldwork The on-site work will be carried out at the headquarters of Médecins du Monde Belgium in Brussels. They will include: the verification of systems, procedures and internal controls; the examination of the supporting documents necessary for the evaluation; interviews with resource persons; any requests for additional information; the Closing Meeting to present the main findings of the mission. Reporting The reporting process will be conducted in accordance with the European Commissions Terms of Reference (DG ECHO). It will include the successive transmission of the different versions of the report (draft, revised draft, pre-final and final), as well as the exchange of comments between the auditor and Médecins du Monde Belgium. The detailed schedule of the different reporting stages will be proposed by the bidder in its technical offer. It must be realistic, clearly presented and allow for compliance with the deadline for submission of the final report set for 31 December 2026. The final evaluation report will be written in English in accordance with DG ECHOs requirements and will be submitted in the form provided for in the Terms of Reference. Note: Médecins du Monde Belgium benefits from a Financial Capacity Assessment (FCA) recognised by DG ECHO and still valid at the time of the launch of this procedure. In accordance with DG ECHOs Terms of Reference, the financial capacity issues covered by this assessment will not be part of the scope of the mission.
