Expression of Interest for Feedstock Supply Chain, Logistics, and Refinery/Port Interface Assessment for SAF Production in KE The aviation sector is a major engine of the Kenyan economy and a strategic contributor to regional connectivity, tourism, trade, and integration. At the same time, aviation growth remains closely linked to fossil jet fuel consumption. Sustainable Aviation Fuel (SAF) provides a practical near- and medium-term pathway for reducing aviation lifecycle emissions because it can be blended with conventional jet fuel and used in existing aircraft and fuel systems subject to certification and fuel-quality requirements (ICAO, 2018; ICAO, 2025). Kenya has a strong basis for SAF development. The country has a regional aviation hub in Nairobi, existing petroleum import and distribution infrastructure, the former Kenya Petroleum Refineries Limited (KPRL) / Mombasa refinery site, a strategic port and pipeline system, a growing renewable energy base, and a set of potential feedstocks. At the same time, Kenyas future refining and fuel logistics landscape may evolve with new port-linked infrastructure and recently announced refinery developments around Lamu Port, where Kenya has its second deep-sea gateway.[1] This assignment, therefore, takes a refinery-location-agnostic approach. It will assess how feedstock production, aggregation, pre-processing, transport, storage, traceability, and delivery options relate to existing and emerging refinery, port, and logistics nodes, including but not limited to Mombasa/KPRL and Lamu Port.
