Define the project scope: preliminary cost estimation and financial oversight of the project and technical specifications of University Campus to be in compliance with best international Practice and Georgian Regulations. 2. Potential land spot analyses and Financial Feasibility study of the project; 3. Prepare Terms of References (Employers requirements) for detail design (DD) services; 4. Assist MDF in preparing TORs (Terms of Reference) for international well-known supervision company for construction works. 5. Assist MDF in Carry out market research for price identification of DD and supervision contracts. 6. Assist MDF in the development of guidelines for the procurement and contracting process to ensure transparency, competitiveness, and efficiency, based on templates to be provided by MDF. 7.
