Request for proposals for Terms of Reference (Tor) Selection of Construction Supervision & Contract Management Consultant Good Neighbors Cambodia ("GNC") hereby invites qualified consulting firms ("Applicants") to submit proposals for the provision of Construction Supervision and Contract Management Consultancy services (the "Services") in connection with the construction of the GNC New Head Office building in Phnom Penh, Cambodia, as further described in this Terms of Reference ("ToR"). Approved Construction Budget USD 1,320,000 (including applicable VAT) IV. Scope of Services The Consultants services shall commence upon contract signing. During the remaining period of the construction tender process, the Consultant shall provide administrative support only; technical supervision services shall commence after the construction contract has been signed. The Consultant shall have no authority to make final decisions, approve payments, certify completion, approve variations, or bind GNC in any respect; all such matters require GNCs own written decision, taken with the benefit of the Consultants recommendation. Section V below sets out the specific mechanisms by which GNC will exercise this oversight. Phase 1: Tender Process Administrative Support During the construction tender process, the Consultant shall provide administrative support only and shall not participate in bid evaluation, technical or financial assessment, bidder qualification review, contract negotiation, or contract award decisions, which shall remain the sole responsibility of GNC. The Consultant shall: 1. Support the Construction Committee during the tender process by providing administrative assistance, including support for the bid opening process and other administrative tasks as requested by GNC. 2. Attend tender-related activities as requested by GNC. 3. Maintain the confidentiality of all tender information. 3 4. Support GNC in the preparation, review, finalization, and execution of the construction contract with the selected Contractor.
