Expression of Interest for Provision of Energy Transition and Decarbonisation Consultancy Services Date Added: July 9, 2026 Deadline: 31/07/2026 Category: Oil & Gas, Consultancy 2.0 SCOPE OF WORK The scope of work shall include the provision of specialized consultancy, technical advisory, analytical, and implementation support services, including all required methodologies, technologies, tools, software, systems, documentation, and related resources necessary for the safe, timely, and efficient execution of the Services to the satisfaction of the Company. This shall be a call-off consultancy contract, to be executed on an as-required basis, covering the following Services as they relate to Energy Transition and Decarbonization in the LNG value chain: * Regulatory Due Diligence and Compliance Support Compliance assessments, regulatory gap analyses, and development of a remediation and implementation plan for emerging climate, carbon, and energy transition regulations in local and international markets. * Strategic Technical Advisory Services on Decarbonization Strategic technical advisory services in support of NLNGs decarbonisation objectives and projects Carbon Capture Utilisation and Storage (CCUS), Combined Cycle Gas Turbines (CCGT), operational flare minimisation, green fuels technology and fuel switching, etc. * Renewable Energy and Low-Carbon Feasibility Studies Technical, economic, and commercial feasibility studies for renewable and low-carbon energy solutions, including solar, wind, geothermal, hybrid systems, and related integration opportunities. * Carbon Offset Programme and Project Support Development, assessment, monitoring, validation, and registration support for carbon offset programmes and projects under recognised international standards, including Verra and Gold Standard. * Carbon Management and MRV Systems Development and deployment support for carbon management systems, Continuous Emission Monitoring System (CEMS), digital MRV platforms, emissions reporting frameworks, analytics dashboards, and related solutions aligned with the GHG Protocol, ISO14054 and other applicable international standards. * Proof-of-Concept and Pilot Projects Evaluation, pilot deployment, demonstration, and performance assessment of selected decarbonisation technologies and solutions. * Third-Party and OEM Technology Support Identification, technical evaluation, quality assurance, and integration support for third-party and Original Equipment Manufacturer (OEM) decarbonisation technologies, products, and specialised services. * Capacity Building and Knowledge Transfer Development and delivery of training programmes, workshops, technical awareness sessions, and knowledge-sharing initiatives on energy transition, decarbonisation technologies, carbon management, and emerging market developments. 3.0 MANDATORY REQUIREMENTS Only companies considered to meet NLNGs pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender for the Provision of Energy Transition Support Services. To qualify for consideration, interested companies are required to respond to this Expression of Interest with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification. a. Companys Certificate of Incorporation. b. Complete copy of Form CAC 7 (Particulars of Directors), or its equivalent, or preferably the most recent complete Status Report issued by the CAC. c. Complete copy of Form CAC 2 (Statement of Share Capital and Return of Allotment of Shares), or its equivalent, or preferably the most recent complete Status Report issued by the CAC. Please note that where a shareholder is a corporate entity, we request the entitys most recent complete Status Report, up to the level where all ultimate beneficial owner(s) are clearly identified. d. Complete copy of Memorandum and Article of Association e. Current/relevant Midstream and Downstream Oil & Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Consultancy Engineering Services f. Evidence of compliance with the Nigerian Social Insurance Trust Fund (NSITF) and Employee Compensation Acts. g. Health Safety & Environment Policy Statement and Health Safety & Environment Management System h. Quality Assurance/Quality Control (QA/QC) Policy Statement and Quality Assurance/Quality Control (QA/QC) Management System i. Company Profile showing: i. Organisational chart (including size, structure, partnerships, alliances, joint ventures, and any subsidiary or parent companies) ii. OEM agency/technical partnership/Parent company association iii. Curriculum Vitae (CV) of the management team iv. Curriculum Vitae (CV) of key technical personnel within the organisation available for the work. j. Detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking/completing services related to decarbonisation and energy transition based on all the requirements stated above within the last 5 years in the Oil & Gas industry. Kindly indicate names of clients, location, and cost or volume of services provided with evidence. k. Tax Clearance Certificate for three (3) consecutive years. The most recent tax clearance certificate should not have an end-of-year date more than 18 months before the time of EOI. l. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below]. 4.0 NIGERIAN CONTENT REQUIREMENTS Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act 2010 a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or their equivalent/replacement), including the company Memorandum and Articles of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure. b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS). c. The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act 2010 and any guidelines and targets set by the Board. d. Details of the companys corporate organisation overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals. e. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel), including a succession plan in this work scope. f. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies is owned by the local subsidiaries. g. Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development 2020 guidelines of NCDMB. h. Evidence of Community Content owned by and partnerships with companies owned by and operating within our Host Communities i. All bidders shall provide a valid and relevant category 1,2,3,4, or 5 Nigerian Content Equipment Certificate (NCEC) for the Consultancy and Studies group (CS) to support this contract.
