Tenders are invited for Water Sector Pipeline Development Training Program. Tender Submission Deadline: 29 July 2026 GGGI Jordan Office is seeking proposals from eligible firms to facilitate Water Sector Pipeline Development Training Program. PROJECT BACKGROUND: Jordan is one of the most water-scarce countries in the world, with per capita water availability at only 61 m³ annually, well below the international threshold for absolute scarcity. Climate change is intensifying these challenges by reducing rainfall, increasing droughts, and worsening water deficits projected to reach 108 million m³ annually by 2040. Despite significant donor support in the past, the sector continues to face persistent financing gaps, particularly after the suspension of major external aid flows. To address these challenges, the project Enhancing Jordans Water Sector Access to Climate Finance was developed with support from GIZ and in close coordination with national stakeholders. The project seeks to strengthen Jordans institutional and technical capacity to mobilize climate finance, with a special focus on developing bankable water sector projects that align with national climate priorities and global fund requirements. The initiative will enhance Jordans ability to design and submit high-quality climate finance concept notes, foster stronger coordination among government institutions and the private sector, and prepare the country for meaningful participation in international climate dialogues such as the UNFCCC Conference of Parties (COP). Through this effort, Jordan aims to secure sustainable financing for transformative water projects that improve resilience, reduce emissions, and safeguard water resources for future generations. Under this project outcome, a key focus of this grant-based partnership is to build institutional capacity for the water sector based on identified gaps. The project addresses four capacity gap themes identified through the Training Needs Assessment (TNA) deployed by GIZ: a strategy gap, a knowledge gap, a pipeline gap and a private sector engagement gap. To respond to these gaps, GGGI has developed a Capacity Building Training Roadmap that translates the TNA findings into a structured, time bound and outcome-oriented learning program. The roadmap is built around a curriculum of nine modules, four learner tiers and a ten-week core delivery window between July and September 2026, supported by a three-week mobilization phase and an endorsement and sustainability phase that runs to project close in November 2026. PROPOSED ACTIVITIES FOR THE OVERALL PROJECT GGGI seeks to engage a competent consulting firm to operationalize the roadmap, specifically, to prepare the training materials and the Concept Note Guidance Toolkit, co-facilitate the in-person workshops and drafting clinics, provide on-the-job training recommendations to the Ministry of Water and Irrigation (MWI) and Water Authority of Jordan (WAJ) focal points, and produce the final reporting and handover package. The successful Consultant is expected to deliver the following outputs under the activities: Develop bilingual (English and Arabic) comprehensive curriculum materials for the nine modules described in the Training Roadmap Develop a Concept Note Guidance Toolkit Deliver the in-person workshops and drafting clinics based on the nine-module curriculum with pre and post-tests for each training session and one final training report following completion.
