Request for proposals for Legal Services Closing Date: Friday, 24. Jul 2026 Intervention Sector(s): Human Rights & Protection Remuneration range: > 6000 (USD) Duration of Contract: The contract period will be one year and may be renewed subject to the availability of funds and satisfactory performance of the contracted services. Norwegian Peoples Aid (NPA) Development and Humanitarian Cooperation Norwegian Peoples Aid (NPA) Lebanon is an international non-governmental organization that has been operating in Lebanon since 1982. The Country Management Office is located in Beirut and manages two main programmes: Development and Humanitarian Cooperation Programme; Mine Action and Disarmament Programme operating in South Lebanon. I. General Information a. PurposeThe purpose of this Request for Proposal (RFP) is to select and contract a qualified legal service provider to provide legal advice, assistance, and representation to NPA Lebanon. b. Eligibility CriteriaThis RFP is open only to attorneys who are currently licensed to practice law in Lebanon and maintain an office in Beirut, or to law firms that include such qualified attorneys. c. Language RequirementThe bidder must be able to provide services and submit proposals in English. d. Scope of Services The selected legal service provider shall provide the following services: a. Provide legal advice, assistance, and representation to NPA upon request. b. Provide unlimited written and/or oral legal advice on matters relevant to NPAs operations, including but not limited to labor law, Ministry of Finance (MOF) regulations, Ministry of Labor (MOL) regulations, National Social Security Fund (NSSF) regulations, contract law, Ministry of Labor requirements, and General Security (GS) procedures. c. Draft, review, amend, and provide legal guidance on contracts, agreements, documents, and official correspondence related to NPAs activities in Lebanon, including lease agreements, employment contracts, and other relevant documents. d. Keep NPA informed of any new laws, regulations, amendments, or legal developments that may impact NPAs operations. e. Initiate, manage, and follow up on administrative procedures with relevant Lebanese governmental authorities. f. Provide legal representation and defense in lawsuits, litigation, court cases, administrative claims, and other legal proceedings. g. Provide support and assistance in obtaining preliminary work permits, work permit renewals, and residency cards for NPA expatriate and foreign staff. h. Any new lawsuits or legal cases outside the agreed scope of services shall be discussed and mutually agreed upon by both parties before commencement. i. Provide legal advice, assistance, and continuous support related to all matters concerning NPAs properties in Lebanon, including property registration, ownership and title issues, municipal requirements, and the management and follow-up of related administrative and legal procedures.
