Jul 2026 Intervention Sector(s): Humanitarian & Development Financing Remuneration range: > 6000 (USD) Duration of Contract: 1 Month Plan International is an independent development and humanitarian organization that strives to advance childrens rights and equality for girls all over the world. Plan International Lebanon (PIL) implements humanitarian and development programming across Lebanon across a range of program areas, including child protection, education, livelihoods, food security, etc.Effective program design increasingly requires an understanding of the private sector landscape, including opportunities for collaboration, innovation, and sustainable financing. As humanitarian and development approaches continue to evolve, strengthening engagement with private sector actors can help align programs with market realities, foster strategic partnerships, and enhance long-term impact.To support this objective and strengthen PILs strategic positioning, PIL seeks to engage a consultant to conduct a structured mapping of private sector actors relevant to humanitarian and development financing in Lebanon, segmented by the priorities of specific bilateral donor markets. Objective of the ConsultancyThe consultancy aims to produce a structured, donor-segmented mapping of private sector actors (companies, foundations, business associations, and impact investors) whose expertise, partnerships, and financing potential could strengthen PILs program design, strategic partnerships, and resource mobilization in Lebanon, with particular attention to the requirements and preferences of different donors channels. MethodologyThe consultant is expected to propose a detailed methodology as part of the inception phase, but it should at minimum include: Desk review of donor strategies, published private sector engagement frameworks, and relevant due diligence guidance. Structured data collection against an agreed template, with donor relevance recorded as a tag/field by donor market, so PIL can reorganize the data if donor priorities shift. Key informant interviews, when doable, to validate desk findings and surface non-public information. Quality assurance step to confirm that all factual claims (e.g. named co-funding mechanisms, due diligence requirements) are sourced from current, citable material rather than assumption. Duration and Level of Effort The consultancy is expected to require approximately 20 working days over a period of one month, during August. Required Qualifications and Experience Advanced degree in international development, business administration, economics, or related field. Demonstrated experience in private sector engagement, resource mobilization, or donor mapping within the humanitarian/development sector, ideally including familiarity with one or more of the named donor markets. Strong research and analytical skills, with the ability to synthesize information from diverse and sometimes inconsistent sources into a clear, usable format. Demonstrated commitment to evidence-based reporting and accurate sourcing, given the consultancys reliance on verifiable donor and market information. How to apply .
