Background And Purpose Of The Information Request The City Is Also Preparing A Project Package Related To The Development Of The Toijala Station Area And, For This Purpose, Is Gathering Information About Market Players, Possible Implementation Models, And The Structure And Feasibility Of The Project. The Development Is Based On The Citys Space Needs, The Renewal Of Land Use And Services In The Station Area, And The Development Needs Related To The Areas Traffic Arrangements. The Project As A Whole Is Connected To The Zoning Of The Toijala Station Area And The Development Of The Area In A Direction That Supports Rail Traffic, Is High-Quality In Terms Of Urban Design, And Is Functionally Unified. The Whole Is Also Related To The Planning Of The Connection To Replace The Current Miljoonasilla Bridge, For Which The Cooperation Between The City Of Akaa And The Norwegian Railway Agency Is Ongoing. The Publication Of The Request For Information Does Not Initiate The Procurement Procedure, And The Request For Information Does Not Obligate The Procurement Unit To Carry Out The Procurement Or To Choose Any Specific Implementation Model. The Starting Point Is That The Role Of The Project Developer Partner Could Extend Not Only To The Preparation And Planning Phase, But Also To The Implementation Phase And Possibly Further Construction, If This Proves Appropriate For The Project. However, The More Precise Content Of The Procurement, The Partners Tasks, Responsibilities, Contract Model, Phasing, And Possible Implementation And Construction Responsibility Will Be Determined In More Detail In The Actual Procurement Procedure And The Preparation That Precedes It. The Citys Own Space Needs To Be Taken Into Account In The Overall Project Are Meeting And Service Facilities Serving Users Approximately 350 M², Administrative Facilities Approximately 360 M², Library Facilities Approximately 800 M², High School Facilities Approximately 1,100 M², If The High School Is Located In The Station Area, As Well As Maintenance Facilities Of About 100 M², Which Is Also Affected By Corridors, Technical And Other Common Spaces. The Needs Assessment Has Also Identified The Need For Adaptability, Shared Use, Accessibility And Functional Coordination Of The Library, Administration And High School Facilities As A Part Of The Wider Whole Of The Station Area. The Zoning Of The Station Area Has Been Started With A Participation And Assessment Plan (Oas), And The Citys Space Needs Will Be Specified In The Further Preparation. The Task Of The Project Developer Partner Would Also Be To Examine How, In Addition To The Citys Facilities, Other Functions And Areas To Be Implemented Can Be Connected To The Project, Such As Commercial Services, A Possible Grocery Store, Housing, Serviced Housing And Other Actors Located In The Area, For Example The Needs Of The Parish Or Other Service Providers. Regarding Traffic Arrangements In The Aseman Region, The Project Must Take Into Account In Particular The Further Preparation Of The Overpass Or Underpass Solution For The Toijala Railway Yard. In The Available Feasibility Study, The Hämeentie–Holkerintie Connection Is Recommended For Further Planning Of Underpass Options. In Addition, A Project Agreement Has Been Signed Between The Väyläfirosto And The City Of Akaa For The Design Of The Toijala Underpass Project, Which Covers The Planning Phase Until The Completion Of The Construction Design, But Not Yet The Implementation Or Construction, Which Will Be Separately Agreed Upon Later. The Goal Of The Procurement Is That The Selected Partner Is Able To Act As The Overall Responsible Developer Of The Project And Bring Together The Aspects Of Land Use, Traffic, Construction, Commercial Concept, Financing And Phasing. In The Procurement Preparation, The Appropriate Financial And Contractual Structure Of The Project Is Also Evaluated. The Further Preparation Examines, Among Other Things, The Extent To Which The Project Developer Partner Would Be Responsible For The Resourcing And Investment Preparation Of The Project Development Phase, How The Citys Own Facilities And Public Areas Are Connected To The Whole, How Private Actors Participate In The Implementation Of Their Own Areas, And How, For Example, The Role Of The Norwegian Railways Agency And Possible Financial Contribution Is Taken Into Account. During The Construction Phase Will Be Determined In More Detail In The Actual Procurement Procedure And The Preparation That Precedes It.
