The Contracting Authority Seeks The Purchase Of A Standard, Mature And Commercially Available Cots Software Product, Provided In The Saas Model, Intended For The Digitization Of Internal Administrative Processes And The Relationship Of The City Of Bechet With Citizens, The Business Environment And Other Entities. The Purchase Includes: 1. An Integrated Cots/Saas Standard Software Product; 2. The Right To Use And Access The Product For A Period Of 60 Months From The Date Of Final Receipt And Commissioning; 3. Minimum 18 Nominal Accounts For Designated Internal Users; 4. Access For Citizens And Representatives Of Legal Entities, Without Limitation To A Predetermined Number Of Accounts; 5. Configuration And Operationalization Of The 31 Electronic Public Services Listed In The Specifications; 6. Analysis, Activation, Installation, Configuration, Parameterization, Integration, Data Import Or Migration, Testing And Commissioning Services; 7. Limited Functional Adaptations Made Through The Standard Mechanisms Of The Offered Product, Without Modifying The Kernel, The Basic Architecture Or The Main Source Code; 8. Training Services For A Minimum Of 18 People, Including Cyber Security And Data Protection Training; 9. Hosting, Saas Administration, Maintenance, Technical Support, Functional, Legislative And Security Updates, Backup, Restoration, Monitoring And Business Continuity For The Period Of 60 Months; 10. Application Of The Electronic Seal For A Maximum Of 15,000 Documents Per Year And A Maximum Of 75,000 Documents During The Entire Contractual Period; 11. Technical, Use And Administration Documentation; 12. Export And Delivery Of Exportable Data, Documents, Metadata And Configurations Upon Termination Of The Contract. The Product Must Ensure, In An Integrated Way, At Least The Following Functional Categories: A) Management Of Electronic Identities, Authentication And Authorization; B) Electronic Registry, Management Of Documents, Works, Registers And Administrative Flows; C) Provision Of Public Services Through The Front-Office Component; D) Interconnection, Interoperability And Intra- And Inter-Institutional Communication; E) Archiving And Electronic Filing; F) Electronic Signing And Sealing; G) Security, Journaling, Traceability And Auditing Of Operations. Developing A New Software Application From Scratch Is Not Required. The Offered Product Must Exist And Be Commercially Available At The Deadline For Submission Of Offers And Be Identified By Trade Name, Manufacturer Or Rights Holder, Version Or Edition And Licensing Or Supply Model. The Maximum Duration Of Implementation Is 7 Months From The Date Of The Start Order. The 60-Month Period Of Right To Use And Saas Services Begins On The Date Of Final Acceptance And Commissioning.
