The Works Will Be Carried Out In The Area Of The Lębork Forest District In Connection With The Construction Of The Railway Line No. 230 Wejherowo - Steknica, Section 5 Of The Słajszewo Power Plant - Steknica At Km From 50+373 To 65+171, Together With A Fragment Of The Connector To The Railway Line No. 229 On The Lębork - Łeba Section (From Project Km 1+950 To Project Km 3+061), As Part Of The Project: Providing Rail Access To The Lubiatowo - Kopalino Nuclear Power Plant. The Investment Is Being Carried Out On The Basis Of The Act Of March 28, 2003 On Railway Transport (Consolidated Text: Journal Of Laws Of 2025, Item 1234, As Amended). The Felling Is Carried Out On The Basis Of The Decision Of The Voivode Of The Pomeranian Voivodeship, Ref. No. Wi-V.747.1.29.2025.Jp Of June 18, 2026. 2) The Ordering Party Informs That That This Procedure Is Part Of A Larger Investment Project Involving The Successive Felling Of Trees And Shrubs Necessary To Implement The Investment Entitled Providing Railway Access To The Lubiatowo-Kopalino Nuclear Power Plant On Land Managed By The Lębork Forest District. Acting Pursuant To Art. 91 Section 1 Of The Public Procurement Law, The Ordering Party Awards The Contract In Parts, Each Of Which Is The Subject Of A Separate Procedure. Individual Parts Correspond To Separate Sections And Scopes Of Work To Be Carried Out As Part Of The Project. The Value Of This Order Was Determined Taking Into Account The Total Value Of All Parts Of The Order To Be Awarded Under The Indicated Project. As A Consequence, The Selection Of The Procedure And Publication Obligations Was Made On The Basis Of The Total Value Of All Parts Of The Contract, In Accordance With The Provisions Of The Public Procurement Law Regarding The Estimation Of The Value Of Contracts Awarded In Parts. The Total Value Of All Parts Of The Contract Exceeds The Eu Threshold For Contracts For Services, Therefore This Procedure Is Conducted In Accordance With The Rules Provided For Contracts With A Value Equal To Or Exceeding The Eu Thresholds. The Ordering Party Indicates That The Award Of Contracts In Separate Proceedings Resulted From Organizational And Technical Reasons Related To The Implementation Of The Investment, And Not In Order To Avoid The Application Of The Provisions Of The Public Procurement Law Applicable To Contracts With A Value Exceeding Eu Thresholds. The Ordering Party Also Indicates That Individual Parts Of The Project Are Covered By Separate Decisions On Determining The Location Of The Railway Line, Issued On Different Dates. At The Date Of Estimating The Value Of Previously Completed Orders, The Ordering Party Did Not Have Complete Data On The Location, Material Scope And Amount Of Trees Intended For Felling For All Sections Of The Investment. Detailed Determination Of The Scope Of Work For Individual Parts Of The Project Was Possible Only After Issuing Appropriate Administrative Decisions And Obtaining Data
