Jul 2026 Intervention Sector(s): Labor & Livelihoods Remuneration range: > 6000 (USD) Duration of Contract: Three months Digital Opportunity Trust (DOT) Lebanon, in partnership with the International Organization for Migration (IOM), is seeking a qualified consultant (individual or firm) to conduct a comprehensive nationwide assessment to expand sustainable digital livelihoods for vulnerable youth, women, and persons with disabilities. The consultancy consists of two primary operational components: Employment Pathways Research: Conducting a deep-dive market analysis of global, regional, and local trends in remote and cross-border digital freelancing. This includes evaluating major digital platforms (e.g., Upwork, Fiverr) to identify entry requirements, payment system constraints, and high-potential sectors accessible to target populations in Lebanon. Digital Workspace Mapping: Formally identifying, mapping, and assessing public and semi-public physical spaces (such as co-working spaces, innovation hubs, and municipal centers) across all governorates. Workspaces will be evaluated using a standardized framework checking for physical accessibility, digital infrastructure readiness, and safety. The final consolidated findings will directly shape upcoming program implementations, curriculum adaptation, and structured referral mechanisms to bridge marginalized talent with global remote employment opportunities.
