BackgroundThe Arab Resource Center for Popular Arts (ARCPA) is seeking qualified English language training providers to deliver in-person English language courses for youth in Palestinian camps and gatherings across. The purpose of this request is to identify training providers capable of delivering high-quality English language instruction and providing participants with recognized certificates upon successful completion. 2. ObjectiveTo provide youth with opportunities to improve their English language skills through structured and interactive English language courses delivered in person at ARCPA partner centers. 3. Target GroupARCPA, under BRAVE Project, anticipates to implement around 7 English Courses to Youth and Adolescents residing in Palestinian camps and gatherings. Participant age groups may include: 1417 years 1824 years 4. Course RequirementsThe selected service provider(s) shall be responsible for the design, preparation, delivery, monitoring, and reporting of English language courses in accordance with the requirements outlined below.4.1 Training Delivery Deliver in-person English language courses at ARCPA partner centers in the locations specified in Section 5. Implement approximately seven (7) courses during the Summer 2026 period. Each course targets approximately (15-18) participants. Each course shall comprise a minimum of (40) training hours. Courses shall be delivered using interactive, learner-centered, and participatory training methodologies. Training content should support the development of practical English language skills, including reading, writing, listening, and speaking.4.2 Participant Assessment Conduct a placement assessment or equivalent mechanism to determine participants language proficiency levels, where applicable. Conduct pre- and post-training assessments to measure participants learning progress. Share assessment results with ARCPA and partners upon request.4.3 Attendance and Monitoring Maintain accurate attendance records for all training sessions.4.4 Certification Issue certificates of completion to participants who successfully meet the attendance and course completion requirements.4.5 Reporting RequirementsThe selected provider(s) shall submit: Attendance records. Assessment results. Copies of issued certificates. A final narrative report summarizing implementation, participant achievements, challenges encountered, and recommendations. 5. Information Requested from Service ProvidersInterested service providers are requested to submit:A. Technical Offer (70%)The technical proposal should include the following:A1. Organizational Profile Brief profile of the institution or training provider. Proof of legal registration.A2. Technical Approach and Methodology Proposed training methodology and delivery approach. Placement assessment and participant evaluation approach. Proposed course outline and curriculum. Proposed number of training hours (minimum 40 hours per course). B. Financial Offer (30%) Total cost per participant including training fees, placement tests, etc. Cost per group including training fees, placement tests, etc. (15 participants). All prices shall be quoted in United States Dollars (USD) and shall remain valid for a minimum period of ninety (90) calendar days from the submission deadline. 7. Evaluation CriteriaOffers will be evaluated based on: Proposed training approach. Geographic coverage and ability to deliver in the listed locations. Cost effectiveness.
