Quotation are invited for Provision of Services for the Organization and Delivery of a Training of Trainers Programme on Gender Sensitive Reintegration and Economic Empowerment of Women Returnees in Uzbekistan 3. Scope of Work / Tasks Under the overall guidance of the PCUz, the contractor shall: 3.1 Training of Trainers (ToT) Organize and administer a 5-day ToT programme in Tashkent for approximately 2025 cross-sectoral participants. These will be selected by the PCUz in consultation with the national partner. To guarantee that at least six (6) individuals are fully prepared for independent regional delivery, the contractor shall implement a Dual-Track Framework: Pre-Event Profiling: The contractor shall screen nominees with the PCUz to select a core cohort best suited for direct field training. Track A: Certified Field Trainers (Min. 6 required): Targeted at core field personnel (e.g., monocentre staff, social workers). Requirements: at least 80% attendance, passing post-assessment score and a successful practical micro-teaching evaluation by the Lead Expert. Graduates receive a Certificate of Practical Instruction. 7 / 20 Track B: Institutional Capacity Building: Targeted at government officers and oversight stakeholders. Requirements: at least 80% attendance and baseline pre-/post-assessment participation. Graduates receive a Certificate of Institutional Alignment. The contractor shall: Develop the full training agenda and methodology; Develop training modules and materials in Uzbek; Ensure integration of: o Gender mainstreaming principles; o Gender-sensitive labour migration assistance; o Reintegration counselling approaches; o Financial literacy; o Legal literacy; o Business development and entrepreneurship; o Digital literacy; Recruit and contract qualified national experts/trainers (minimum 46 experts); Arrange and administer all logistical aspects of the ToT programme in accordance with Section 3.4 below; Manage participant registration and co-ordination; Issue invitation letters in co-ordination with the PCUz; Facilitate interactive and participatory learning methods; Conduct pre- and post-training assessments. 3.2 Development of Reintegration Training Package In consultation with PCUz and national stakeholders, the contractor shall: Develop a standardized training curriculum for women returnees; Produce user-friendly participant materials and trainer guidelines; Ensure materials reflect findings of the national migration study; Ensure content is practical, context-specific and culturally sensitive. 3.3 Co-ordination and Visibility The contractor shall: Co-ordinate all activities in consultation with PCUz; Liaise with the Committee for Family and Women of Uzbekistan and regional authorities; Invite relevant stakeholders where appropriate; Ensure all materials, presentations and visibility products comply with OSCE visibility and branding requirements, subject to prior approval by PCUz; 3.4 Logistical Arrangements The contractor shall be responsible for organizing and administering all logistical arrangements required for the successful implementation of the ToT programme, including: Identification and booking of a suitable training venue in Tashkent; Provision of catering and coffee breaks (one lunch and two coffee breaks per day) throughout the training programme; Arrangement of training facilities and equipment, including audio-visual equipment and internet access, where required; Printing and distribution of training materials and related documentation; Co-ordination of logistical arrangements with PCUz and relevant stakeholders.
