Tenders are invited for Consultancy for the Development and Operationalization of Standard Operating Procedures (SOPs) for Supply Chain Management for Health Commodities in Rwanda. The overall aim of this assignment is to review the existing SOPs for Health Commodities related to supply chain management at the national, district, and health facility levels, and build the capacity of RMS staff and health facility store managers to implement these SOPs effectively. The specific objectives are: To conduct a needs assessment of existing SOPs and guidelines relevant to supply chain management including MMS and identify gaps. To develop new or update existing SOPs based on the findings of the needs assessment. To build the capacity of target staff through a refresher training programme based on the validated SOPs. To establish a monitoring framework to track SOP compliance and supply chain performance. 3. Scope of Work 3.1 Key Tasks The consultant or firm will be responsible for the following: Review existing national supply chain SOPs, training manuals, and guidelines at all levels, and identify gaps relevant to the MMS programme. Conduct key informant interviews and consultations with stakeholders at the national level (RMS at all levels, Ministry of Health/RBC, other relevant government institutions and partners). Produce a Needs Assessment Report summarising findings, gaps, and prioritised recommendations for SOP development or revision. Develop new or update existing SOPs covering quantification and forecasting, ordering and resupply procedures, reception and inspection of deliveries, storage and inventory management, stock monitoring and reporting, management at all levels. Facilitate stakeholder review and a validation workshop to finalise SOPs. Develop training materials, design and deliver a refresher training programme for RMS staff at all levels and store managers at health facilities, based on the validated SOPs. Propose a monitoring and supervision framework to track SOP compliance and supply chain performance indicators specific to MMS.
