In Order To Fulfill The Procurement Contract, The Basic Spatial, Functional, Constructional And Logistical Solution Of The Building And Outdoor Areas Must Be Completed In A Scale That Allows To Assess The Suitability Of The Planned Building, Its Size, Phased Construction, The Operation Of The Security Regime, Basic Technical Risks And The Size Of The Investment.
