This Is A Joint Procurement, Which Is Carried Out With The Following Organizations: Raasepor City, Hanko City And Inkoo Municipality. In The Following, The Term Clients Is Used. The Clients Request Your Offer For Arranging The Temporary Care Of Stray Dogs And Cats And Other Small-Sized Companion And Hobby Animals (Found Animals) In Their Area From An External Service Provider (Article 26 And 27 Of The Animal Welfare Act). The Service Consists Of The Following Parts: 1. Temporary Treatment And Accommodation Of Animals Found On The Loose And Recovered) Taking Care Of The Animals Basic Needs: Appropriate, Spacious And Protected Accommodation, Food, Drink, Exercise And Social Care. B) Organizing First Aid Or Other Reasonable And Appropriate Treatment Determined By A Veterinarian In The Event Of Illness Or Injury. This Means, For Example, Acute Care In A Local Emergency Room, But Not Demanding Special Care. For Example, Splinting And Pain Medication For A Broken Limb Are Included, But Not Surgical Treatment. 2. If Necessary, Notification To The Police And Authorities A) The Service Provider Will Take Care Of Notification To The Police Or Control Veterinarian If The Animal Is Suspected Of A Crime Covered By The Animal Welfare Act. B) If The Dog Is Not Marked Or Registered, But The Owner Can Be Found In Another Way, The Service Provider Must Notify The Authorities Of This. C) If The Animal Is Handed Over To A New Owner, Microchips And Registration, Including The Change Of Owner, Will Be Taken Care Of Before The Handover. 3. As Finding Out The Owner/Contact Information) We Check Whether The Animal Has An Identification Mark Or Another Mark, And We Take Steps To Reach The Owner Or Keeper. (In The Case Of Dogs, The Service Provider Has The Right To Obtain Access To The Food Agencys Dog Register To Find Out Owner Information.) 4. Public Notification) If The Owner Cannot Be Found Immediately, On The Day Of The Seizure, Information About The Seizure And The Animals Identification Marks Will Be Published On The Municipalitys Or Service Providers Website. 5. Storage Period, Handover And Termination Of Loosely Found And Recovered Animals) A Found Animal Is Kept For 15 Days After The Owner Or Keeper Of The Animal Is Notified Of The Recovery Or When The Recovery Is Published On The Internet (On The Day Of Recovery). After This, The Service Provider Has The Right To Sell, Hand Over Or Kill The Animal. 6. Statistics And Reporting) The Service Provider Keeps A Record Of The Recovered Animals (Species, Date Of Arrival, Treatment, Donation Or Other Solution) And Keeps This Information For At Least Three Years. B) Municipalities Annually Prepare Statistics On The Number Of Found Animals By Animal Species In The Area. The Service Provider Announces The Previous Years Amounts By E-Mail Every Year In January. 7. Collection And Capture A) The Service Provider Is Responsible For The Collection And Capture Of The Found Animal, If Necessary. The Responsible Person Must Be An Adult And Reliable Person Whose Ability To Act Is Not Limited. The Service Provider Must Have Sufficient Expertise To Properly Care For The Animal. Before Concluding The Contract, The Service Provider Must Present A Criminal Record Extract To Show That The Service Provider Has Not Been Convicted Of An Animal Welfare Crime. The Service Provider Must Ensure That The Animals Are Cared For By A Sufficient Number Of Qualified Animal Caretakers. The Service Provider Must Give Instructions And Guidance To The Persons Involved In The Care And Handling Of The Animals On The Proper Care Of The Animals. In 2024, There Were 37 Found Animals, Of Which There Were 29 Cats And 8 Dogs. The Quantities Are Not Binding On The Procuring Entity. The Procuring Entity Has The Right To Check The Information Provided By The Bidder In Its Tender Documents Before Making The Procurement Decision. If The Requirements Are Not Met Or The Information Provided Is Incorrect, The Offer Will Be Excluded From The Tender.
