Expression of Interest are invited for Africa Emobility Market Study. Publication Date: 07/08/2026 12:00 AM EDT EOI Deadline: 07/15/2026 11:59 PM EDT Description: The WBG is developing a proposed US$250 million blended finance equity fund to accelerate the growth of commercially proven e-mobility business models across Africa. The Fund is intended to address a critical financing gap for companies across the e-mobility value chain by providing growth equity or quasi-equity investments, generally in the US$5-30 million range, to businesses underserved by traditional venture capital, private equity, and infrastructure investors. The vehicle is expected to be structured as a 12-year GP/LP fund, co-designed and anchored by WBG, with additional capital mobilized from strategic and commercial investors. It will be complemented by a donor-funded Technical Assistance Facility to support investee capacity building and a MIGA portfolio guarantee to help mitigate political risk. The assignment will provide IFC and prospective limited partners with the market intelligence required to validate the Funds investment thesis and determine whether Africas e-mobility market can absorb and effectively deploy a dedicated pan-African equity vehicle. Covering Kenya, Rwanda, Uganda, Tanzania, Ethiopia, South Africa, Senegal, Nigeria, Côte dIvoire, Ghana, Morocco, Cameroon, and Egypt, the consultant will assess market size, growth potential, adoption trends, business model attractiveness, unit economics, infrastructure needs, supply-side opportunities, and the enabling environment across priority vehicle segments and use cases. The scope of work also includes mapping the investable universe of companies, assessing pipeline depth and readiness, quantifying financing gaps, evaluating the competitive investor landscape, and determining the appropriate level and form of concessional capital needed to crowd in commercial investors. Based on these findings, the consultant will recommend an optimal fund strategy and portfolio construction approach across geographies, vehicle segments, value-chain opportunities, ticket sizes, and risk-return scenarios, while identifying key deployment constraints and risks that could affect fund performance.
