General Procurement Notice for Baseline Study to Quantify the Care Economy, Gender and Women Empowerment The government of The Gambia has received financing from the Transition Support Facility (TSF) Pillar I (Prevention Envelope) / African Development Fund [ADF] grant in the amount of UA 1,000,000.00, equivalent to USD 1.300,000.00 to finance the The Gambia- Building Resilience for Inclusive Development and Growth of Enterprises Project (BRIDGE) BRIDGE is an institutional support project, which has three components, namely, (i) Strengthening the Institutional Framework for Private Sector, (ii) Capacity building for women and youth entrepreneurs in rural Gambia, and (iii) Project Management. to The overall objective of the Project is to enhance private sector development in The Gambia by strengthening the institutional framework and creating a supportive business environment, particularly for women and youth entrepreneurs. This will be achieved through strengthening institutions that are critical players in the private sector ecosystem, namely, the GCCI, GIEPA and WEF. The Project will comprise of the following three (3) components: (i) Component 1: Strengthening the Institutional Framework for Private Sector Development: This component is aimed at strengthening the institutional framework supporting private sector development and encompasses three institutions extremely crucial in the entrepreneurial ecosystem in the Gambia, namely, the Gambia Investment and Export Promotion Agency (GiEPA), the Gambia Chamber of Commerce and Industry (GCCI) and the Women Enterprise Fund (WEF). Activities and initiatives to be implemented under each of these entities will create an environment conducive to economic growth, particularly in empowering women and facilitating easier access to trade and financial resources (including green finance). It has two (2) sub-components, namely: (A) Sub-component 1.1: Institutional Support to GiEPA, GCCI and WEF to bolster their Operations in the Entrepreneurial Ecosystem; and (B) Sub-component 1.2: Business enabling environment for investment in manufacturing and services sector. (ii) Component 2: Capacity Building for Women and Youth Entrepreneurs in Rural Gambia: This component focuses on equipping these groups with the necessary skills and knowledge to enhance their entrepreneurial potential. It includes conducting a training needs assessment to identify specific challenges faced by rural entrepreneurs, alongside a scoping study of rural business associations and an analysis of the care economy. Building on this foundation, the Project will implement the Start and Improve Your Own Business [(SIYB)] training program for about 260 participants, followed by niche skills training for about1,000 women, including in climate risk management and climate-smart practices for agripreneurs. Additionally, it will facilitate trade missions for [MSMEs], provide capacity building for rural business associations, and organize a Business Plan Competition. These initiatives aim to empower rural entrepreneurs, foster collaboration, and promote sustainable economic growth in the region. The activities for this component are structured under two (2) sub-components: (A) Sub-component 2.1: Training and Mentorship towards Value-Adding Entrepreneurship; and (B) Subcomponent 2.2: Establishing Support Systems for Entrepreneurs. (iii) Component 3: Project Management: This component will support effective and efficient implementation of the Project, timely reporting, and effective monitoring of Project activities. Procurement Arrangements: The Project Management Unit (PMU) under the Central project Coordination Unit Ministry of Finance and Economic affairs will be responsible for coordinating all procurement activities at the national level and international level. Procurement of all goods, works, non-consulting services, and consulting services financed by AfDB funds will be carried out in accordance with the AfDBs Procurement Policy and Methodology for Bank Group Funded Operations (BPM), October 2015, and following the provisions stated in the Financing Agreement.
