General Procurement Notice For Procurement Of Goods (Including Non-Consultancy Services), Works, And The Acquisition Of Consulting Services For Nature-Based Flood Adaptation To Increase Community Resilience In The Western Part Of Rwanda The Main Objective Of The Project Is To Enhance The Climate Resilience Of Communities And Water Infrastructure In The Karongi And Rusizi Districts Of Western Province. The Specific Objectives Are To: (I) Reduce Vulnerability To Climate-Related Hazards; (Ii) Safeguard Critical Water Infrastructure; And (Iii) Strengthen The Adaptive Capacity Of Local Communities Through A Combination Of Flood Control Measures, Climate-Smart Catchment Restoration, And The Integration Of Climate Information And Early Warning Systems. 3. The Project Includes The Following Components: Component 1: Nature-Based Flood Adaptation Measures. Activities Under This Component Will Increase The Resilience To Flood Risk Of Communities In Rusizi And Karongi Districts Through The Construction Of Nature-Based Flood Control Measures On Critical Flood Hotspots In The Districts. The Measures To Be Constructed Include, Among Others, Earth Embankments, River Training, And Gabions. Component 2: Climate-Smart Catchment Restoration For Watershed Resilience. This Component Aims To Restore Degraded Catchment Areas To Reduce Soil Erosion And Enhance Water Resource Quality To Safeguard Water Supply Infrastructure For The Secondary Cities In Rusizi And Karongi (Kivu Belt Water Supply Project) Through Various Measures, Including Terracing, Agroforestry, Afforestation, Gully Rehabilitation, And Provision Of Rainwater Harvesting Kits To Decrease The Formation Of Gullies. Most Of These Activities Will Be Implemented Through The Community Approach, An Approach That Relies On Community Members In The Planning And Implementation Of Activities. Component 3: Climate Information, Early Warning, And Capacity Building For Community Resilience. This Component Integrates Two Sub-Components, Namely: (I) The Installation Of The Flood Forecasting Systems, And (Ii) Capacity Building And Awareness Initiatives For Local Institutions And Vulnerable Communities To Strengthen Their Anticipatory Climate Risk Management And The Uptake Of Naturebased Solutions. Activities In This Component Will Promote Sustainable And Nature-Centric Approaches To Addressing Climate-Related Hazards And Environmental Challenges. To Upscale The Best Practices Of The Project And Sustainability, This Project Will Contribute To The Mainstreaming Of Nature-Based Solution (Nbs) Practices In RwandaS Infrastructure Design By Conducting Training Workshops With Students In Local Technical Schools, Specifically Integrated Polytechnic Regional Colleges (Iprcs) And Technical And Vocational Education And Training (Tvet) Schools. Furthermore, Study Tours With Community Leaders Will Also Be Undertaken To Increase Their Awareness Of Nbs And Hence Lead To Increased Community Awareness Of Flood Risk Mitigation And Develop Flood Vulnerability Reduction Skills. This Approach Will Take Into Consideration Gender Transformative Approaches And Vulnerable People To Ensure No One Is Left Behind. Component 4: Project Management And Institutional Support. Project Management And Institutional Support Will Cover Coordination, Planning, Execution, And Monitoring Of All Project Activities To Ensure Timely And Within-Budget Delivery. This Component Includes Risk Assessment And Mitigation, Plan Implementation, Activity Coordination, Performance Tracking, Issue Resolution, Monitoring And Evaluation, And Documentation Of Outcomes. It Aims To Strengthen The Implementing AgencyS Management Capacity And Support Successful Project Delivery. Key Activities Include The Project Baseline Study, Mid-Term Review, Environmental And Social Safeguards Compliance Audits (Annual, Mid-Term, And Final), Annual Financial Audits, And The Project Completion Report.
