With This Announcement, The Jyväskylä University Group (University And University Of Applied Sciences) Surveys Market Players Views On Information Security Monitoring Of The Ict Environment And Response To Deviations From The Services As Part Of The Procurement Preparation. Object Of The Procurement The Object Of The Procurement Is An External, Continuous Information Security Monitoring And Response Service (Soc), Which Covers The Detection, Analysis And Pre-Agreed Measures Of Information Security Deviations Affecting The Customers Ict Environment Around The Clock (24/7). The Service Generally Corresponds To An Mdr-Type Service (Managed Detection And Response), But The Subscriber Does Not Limit The Solution To A Single Service Model. The Goal Of The Service Is To Identify And Deal With Data Security Violations Effectively So That The Vast Majority Of Cases Can Be Handled By The Service Provider Without The Direct Involvement Of The Subscriber. Only Events That Require Decision-Making, A Wider Impact Assessment Or User Authorizations Are Escalated To The Subscriber. The Service Is Based On The Applied Tier Model, Where The Responsibilities Of Automation, The Service Providers Operation And The Subscribers Responsibilities Are Separated. The Subscriber Is Also Interested In Understanding To What Extent The Processing Of Low-Severity Events Can Be Carried Out With The Help Of Automation Or, Alternatively, Limited Outside The Service. The Acquisition Will Be Carried Out In Stages For Controlled Environments. In The First Phase, The Service Is Primarily Focused On Cloud Environments (Microsoft 365) And In The Second Phase, The Monitoring Can Be Extended To Also Cover On-Premises Environments And Other Ict Environments Of The Customer.Market Dialogue The Purpose Of The Market Dialogue Is To Map The Market And Get Feedback On The Draft Versions Of The Attached Documents Of The Procurement Announcement And The Suppliers Perspectives On The Implementation Of The Procurement And The Preparation Of The Request For Tender. The Market Dialogue Is Intended For Companies That Operate In The Information Security Sector And Have Experience In Implementing The Service Described In The Procurement Target In Finnish. Companies That Want To Participate In The Market Dialogue Can Act As Follows: Confidential Documents Related To The Information Request Can Be Requested By Sending An Email To [email protected] With The Subject Soc Information Request Material. The Request Must Be Accompanied By A Completed And Signed Non-Disclosure Agreement And The Email Address To Which The Draft Material Will Be Delivered. Material Will Be Delivered To Interested Participants During July. Subscriber Meetings Can Be Arranged For The Following Times - 5 August 2026 From 10 Am To 1 Pm - 6 August 2026 From 1 Pm To 4 Pm - 7 August 2026 From 8:30 Am To 11 Am - 10 August 2026 From 10 Am To 4 Pm - 11 August 2026 From 8 Am To 12 Pm And 1 Pm To 3 Pm 12.8.2026 At 13:30-16- 13.8.2026 At 14-16- 14.8.2026 At 8:30-16 Those Who Have Registered For The Market Dialogue Can, If Necessary, Be Sent Tender Documents For Comment At A Later Announced Time. The Market Dialogue And The Information Provided In It Are Not Binding On The Procurement Units. Procurement Units Do Not Undertake To Carry Out A Tender Or Publish A Request For Tender. Participation In The Market Dialogue Is Not A Prerequisite For Participating In A Possible Subsequent Tender. Participation Is Voluntary For Companies. The University Of Jyväskylä Does Not Pay Compensation For Participating In The Market Dialogue. The Aim Is To Publish The Actual Request For Tenders After The Discussions Have Ended, Tentatively In The Early Autumn Of 2026.
