This Assignment Concerns The Acquisition And Effective Recycling Of The Materials Described In Appendices I And Iv. For The Purposes Of These Specifications And Taking Into Account All Legal Provisions, Recycling Is Defined In Accordance With The Waste Directive As Follows: Any Recovery Operation By Which Waste Materials Are Reprocessed Into Products, Materials Or Substances, For The Original Purpose Or For Another Purpose. This Includes The Reprocessing Of Organic Waste, But It Does Not Include Energy Recovery, Nor The Reprocessing Into Materials Intended For Use As Fuel Or As Backfill. In Concrete Terms, The Tenderer Must Demonstrate In His Quotation That He Transforms The Waste At The Indicated Processing Facility At Least Into A Raw Material That Can Be Directly Used For The Production Of Finished Products. In The Context Of This Assignment, This Means That A Processing Installation Must Be Able To Demonstrate That It Produces Paper In Accordance With En643. This May Only Concern A Processing Installation And Not A Transfer Station. This Service Is Part Of Fost Pluss Obligation To Take Back Household Packaging Waste In Accordance With The Interregional Cooperation Agreement On The Prevention And Management Of Packaging Waste. To This End, The Contracting Authority Has Concluded An Agreement With Fost Plus, The Recognized Organization For Household Packaging Waste. This Order Does Not Relate To The Execution Of Transport Between The Transfer Locations Of Iok Afvalbeheer And The Processing Installation. Iok Waste Management Will Conduct A Separate Procedure For This After The Placement Of This Order. All Appendices Are An Integral Part Of The Specifications. The Contractor Must Comply With These In Full.
