Expression of Interest for Consultancy for TAP Program Evaluation. Program Background Since 2022, the Middle East Investment Initiative (MEII) has been managing a MSME technical assistance program in Palestine. The Technical Assistance Program (TAP) in conjunction with a loan guarantee facility were designed to increase access to finance and enhance financial literacy of MSMEs in the marginalized areas of the Gaza Strip, East Jerusalem and Area C of the West Bank including Hebron governorate. Additional information about TAP can be found under www.Tamweeli.ps. Contracting Authority Middle East Investment Initiative, www.meii.org. Objectives MEII is seeking to engage qualified consultant or consulting firm to conduct an independent evaluation of the program, assess its relevance, effectiveness, efficiency, impact and additionality, identify lessons learned and suggest measures that could further increase the impact and provide recommendations to guide MEII and Sida in future program design. Eligibility All local and international consultants with MSME and development finance experience including experience related to womens economic empowerment, are welcome to apply. Experience with the Palestinian MSME sector a plus. Experience with financial literacy program and access to finance programs highly desirable. Interested consultants are expected to include their CVs and a profile with sections highlighting their experience with MSME economic development, financial literacy, and access to finance. Previous work experience and/or consulting assignments that are similar or relevant assignment should be included. The evaluators must be independent from the evaluation object and evaluated activities, and have no stake in the outcome of the evaluation. Selection Process Following the evaluation of the received Expression of Interest (EOI), shortlisted candidates will be invited to submit detailed technical and financial proposal in accordance with the Terms of Reference (TOR). Submission Deadline July 16, 2026. MEII anticipate to have this project completed by end of October of 2026.
