Tenders are invited for Provision of Tax, Administrative and Legal Consulting Services Demonstrate integrity, professionalism, and confidentiality. Have extensive experience working with NGOs/INGOs in Lebanon. Possess a strong understanding of Lebanese labour, tax, social security, Visas, and administrative regulations. Be able to provide clear guidance on legal and compliance risks. Ensure timely follow-up and adherence to deadlines. Have a proven track record of delivering similar services. Operational Information: National staff: 70100 employees. Estimated annual staff turnover: 20 employees. International staff: 4 employees. Annual visitors requiring visa support: approximately 10. Approximately 5% of staff are Palestinian nationals. LOT 1 TAX AND ADMINISTRATIVE CONSULTING SERVICES Scope of Services The selected provider shall provide the following services: A. NSSF Administration Register new national and international employees with NSSF. Process employee removals from NSSF upon termination or contract completion. Update employee records and status changes with NSSF. Prepare and submit monthly family allowance schedules. Follow up on NSSF correspondence and compliance requirements. Advise Medair on NSSF-related regulatory changes. B. Ministry of Finance (MoF) Compliance Register employees with MoF as required. Submit employee status updates to MoF. Calculate monthly salary tax obligations. Prepare and submit quarterly salary tax declarations. Prepare annual tax declarations and reporting requirements. Advise Medair on tax law updates and their implications. C. Government Liaison and Compliance Facilitate submission of annual reporting requirements to relevant government authorities. Prepare or review official communications with government entities when requested. Inform Medair of new government regulations, decrees, and administrative requirements affecting NGO operations. Annually update Medairs Ministry of Interior delegation/appointment certificate. D. Advisory Services Provide ongoing tax, payroll tax, NSSF, and administrative compliance advice. Provide guidance on regulatory changes affecting Medair operations. Support audits, inspections, or inquiries from relevant authorities when required. E. Reporting and Communication Ensure timely communication of deadlines and compliance requirements. Provide updates on ongoing submissions and applications. Maintain regular communication with Medair focal points. Note: Official fees charged by NSSF, General Security, Ministries, or other government authorities shall be paid separately by Medair upon presentation of official receipts LOT 2 LEGAL CONSULTING SERVICES Scope of Services The selected provider shall provide legal advisory and representation services under an annual retainer arrangement. A. Employment and Labour Law Support Provide legal advice on Lebanese labour law and employment matters. Review and advise on disciplinary processes. Draft and review warning letters and disciplinary notices. Advise on employee performance management processes. Provide legal guidance on employee grievances and disputes. Advise on employee terminations and separations. Review settlement agreements and employment-related documentation. B. Contract and Policy Review Review organizational policies and procedures for legal compliance. Review employment contracts and amendments. Review service agreements, and other contractual documents when needed Draft or review legal correspondence when requested. C. Legal Advisory Services Provide legal opinions and guidance on matters affecting Medair operations. Advise on legal risks associated with organizational decisions. Monitor changes in Lebanese legislation relevant to NGOs and INGOs. Provide practical recommendations to ensure compliance. D. Representation and Dispute Resolution Represent Medair before courts, government authorities, labour arbitration bodies, or other official entities when required. Attend formal meetings with government authorities on behalf of Medair when delegated. Support dispute resolution processes and negotiations. E. General Legal Support Respond to legal queries within agreed service timelines. Provide ongoing legal consultation under the annual retainer arrangement. Support Medair in maintaining compliance with applicable Lebanese laws and regulations. F. Work Permit and Residency Support Process work permits and residency permits for international staff. Process volunteer residencies where applicable. Facilitate visitor visa applications and renewals. Follow up with relevant authorities regarding above matters.
