Request for proposals for Sub-Granting Finance and Compliance Consultant Scope of work: BINA II is an EU-funded action that strengthens civil society engagement in governance and reform implementation in Lebanon. The project covers EU-CSO dialogue, capacity building for CSOs and municipalities, Financial Support to Third Parties (FSTP), and national advocacy on transparency and accountability. The Finance & Compliance Consultant will provide part-time advisory and capacity-building support to BINA II. The role will help establish and maintain the project finance workflow, coach the Finance Unit on EU-compliant implementation, and ensure that financial management, procurement documentation, reporting, and FSTP processes are clear, consistent, and audit-ready. The Finance & Compliance Consultant will also support SMA as co-applicant partner and sub-grantees to understand and apply grant eligibility, documentation, reporting, tax/VAT, and audit-readiness requirements where relevant to SMAs role in the action. When delegated by management, The Finance & Compliance Consultant may represent TI-LB in finance-related meetings with the EU Delegation, auditors, expenditure verifiers, and relevant stakeholders. Key Responsibilities: A. Financial Compliance, Procurement Policy & Coaching Knowledge of EU reporting online platforms and online project management systems. Solid experience with EU regulations, financial guidelines, templates and procurement procedures. Familiarity with Lebanese laws, regulations and auditing requirements. Draft, refine, and set the projects procurement policy to ensure alignment with EU regulations and institutional best practices. Provide technical support to the Finance Unit in structuring the financial compliance workflow, filing architecture, and internal control checklists. Deliver targeted training and coaching sessions for the internal project and finance teams on EU financial rules, cost eligibility, documentation organization, and audit preparation. Conduct periodic, sample-based reviews of financial files and transaction documentation to verify compliance and provide recommendations. Ensure that finance-related training materials, templates, guidance notes, and tools developed or reviewed under the assignment. B. Financial Support to Third Parties (FSTP) & Partner Support Review/assessing partner and sub-grantee contracts, financial reporting templates, and compliance tools and supporting document checklists prior to signing and implementation. Deliver financial orientation and guidance sessions for partners and sub-grantees, focusing on grant eligibility, financial reporting, procurement documentation, tax/VAT, assets, and audit readiness Review selected sub-grantee financial reports on a sample basis and provide advisory feedback to support compliant financial summaries and supporting files. Support the Finance Unit and project team in identifying FSTP compliance risks and corrective actions. C. High-Level Budget & Audit Advisory Ensuring the alignment between the project expenditure and the implementation plan and the logframe. Review monthly budget tracking and burn-rate analyses prepared by the internal Finance Unit and provide risk-based feedback on budget execution, commitments, liquidity, and potential amendment needs. Support and review, the Finance Units preparation of financial reports, expenditure breakdowns, budget forecasts, variance analyses comparing forecasted and actual expenditures, payment request files, and transaction lists in line with EU requirements. Advise and prepare the Finance Unit for audits, donor checks, and contractual expenditure verification, including reviewing compliance files and structuring responses to donor clarifications. Participate in EU Delegation, donor, or auditor meetings when delegated by management to provide technical/compliance clarifications. Closing Date: Friday, 24.
