The Initiative Was Approved Locally By County Council Decision No. 106 Of April 8, 2026 And Is Mandatory Because The Current Contract With An Accredited Private Provider Expires On August 31, 2026, And The Final Number Of Beneficiaries May Change Along The Way Depending On The Evolution Of The Deinstitutionalization Process. This Outsourcing Complies With Order No. 359 Of 2023, Which Prohibits Dgaspc Arad From Hosting People In Its Own Centers, But Allows It To Contract Services From Private Providers Authorized Under The Terms Of Law No. 197 Of 2012. The Procedure Also Complies With Law No. 7/2023 And County Council Decision No. 424 Of November 27, 2025, Documents Requiring The Reduction Of The Number Of Institutionalized Persons By 32% Until June 30, 2026 And By Another 10% Between July 1, 2026 And December 31, 2030. However, The Achievement Of National Objectives Is Hampered At The Local Level By Major Obstacles Such As Social Emergencies, Lack Of Housing, Poor Incomes Of Beneficiaries, Disinterest Of Families And The Absence Of Alternative Direct Support Services In The Community.
