The Municipality Of Breda Wants To Implement A Multi-Year Leadership Development Program For Management, Department Heads And Team Leaders In The Period 2027-2029. The Assignment Includes In Any Case: • Development And Implementation Of A Leadership Program For Management And Department Heads; • Development And Implementation Of A Leadership Program For Team Leaders; • Organizing Theme Meetings Around Leadership And Management Themes. The Municipality Wants To Contract One Contractor Who Will Act As An Expert, Director And Broker, And Who Will Also Act As A Strategic And Substantive Sparring Partner. This Means That The Contractor Is An Expert In The Field Of Leadership And Management Development, Monitors The Coherence, Quality And Rhythm Of The Program In The Municipality Of Breda, And, In Dialogue With The Municipality Of Breda, Thinks About The Further Development Of The Leadership Development Process. The Municipality Of Breda Explicitly Opts For A Development-Oriented Change Approach In Its Leadership Development Process. This Approach Is Based On The Premise That Leadership Development And Organizational Change Cannot Be Fully Planned Or Achieved, But Develop In Practice In Interaction With The Context, The Tasks And Those Involved. The Contractor Therefore Works With An Iterative And Learning Approach, In Which There Is Room For Experimenting, Reflection, Dialogue And Adjustment During The Term Of The Development Process. The Municipality Aims To Conclude An Agreement For A Term Of Two Years, With Extension Options Of 1.5 Years. This Means The Maximum Term Is 3.5 Years.
