Reference number: CM-MINHDU-504719-CS-CQS of the Approved Procurement Plan of 10 June 2026 The Government of the Republic of Cameroon has obtained funding from the International Development Association (IDA), to cover the cost of the Sustainable Cities and Land Management Project (PVGFD) and intends to use part of the amount of this funding to make payments under the Consultants contract for the conduct of a satisfaction survey/survey of the general public and users of the services of the estates, of the land registry and land affairs of Mfoundi and Wouri. - Consulting services include, among others, the design, conduct and analysis of a satisfaction survey among users of the departmental services of domains, cadastre and land affairs of Mfoundi and Wouri; in order to assess the level of user satisfaction from the point of view of: (i) efficiency, through compliance with regulatory procedures, the practice of reasonable deadlines and the reliability of the processing of requests; (ii) transparency, assessed through the accessibility of information, the clarity of procedures, the traceability of files and the absence of informal practices; (iii) the cost of the procedures, including the collection of official fees and related charges borne by users, as well as their adequacy with the quality of the service provided. The consultant will: - To assess the public perception and general satisfaction of users regarding the services of the estates, the land registry, and land affairs; - Determine areas requiring improvement to better meet user expectations; - Analyze the efficiency (deadlines, quality of processing), transparency (accessibility of information, clarity of procedures, communication on the progress of files) and cost (official and informal charges) of the procedures for processing applications for land registration and title deeds; - Collect suggestions and recommendations from users to improve services; - Assess satisfaction with the digital tools and online platforms used by land administration services after the implementation of the land information system (FIS): - Assess the responsiveness of the services to user claims and complaints (complaint and claim management mechanisms). The detailed Terms of Reference for the assignment can be obtained at the address indicated below. - The duration of this benefit is spread over three (03) years, including one firm tranche and two conditional tranches. The surveys will take place each year, over a period of one (01) month, or on any other periodicity deemed necessary by the Provider, in order to obtain a representative sample. The Minister of Housing and Urban Development invites consulting firms (hereinafter referred to as Consultants) to express their interest in providing these services. The ConsultaInterested parties must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the said services (brochures, description of similar assignments, experience in similar conditions, availability of skills among the staff, etc.). N.B.: Please justify by the cover and signature pages of the contract, as well as the certificates of good performance or any other document attesting that the contract has been performed in good conditions. Therefore, it is requested to produce a detailed list of references, highlighting for each one, the title of the mission, the year of completion, the start and end dates of the mission, the amount of the services provided and the client. The pre-selection criteria are as follows: - Have at least 5 years of experience in social research and public opinion polling or satisfaction survey in a similar field; - Experience of at least (03) three similar missions/projects carried out in the last five (05) years; - Experience in the operation of land administration services would be an asset; - Proven knowledge and understanding of ISO standards and an ISO certificate for public opinion surveys will be preferred; - Previous experience with World Bank-funded projects would be an asset.
