new Acquisition - Strategic Foresight In Relation To The Examination System And Position Assessment . Descriptionin 2025, The Directorate Of Education (Udir) Received A Comprehensive Assignment From The Ministry Of Education And Culture (Kd) To Investigate A Safer And Improved Examination System In Upper Secondary Schools. The Aim Of The Assignment From Kd Is To Develop A Sustainable Examination System That Can Withstand Change, Which Provides A Reduced Scope Of Risk And Reduces Costs. In Addition, A Desired Effect For The Target Groups Is That The Mission From Kd Should Ensure A Good Connection With Curricula In The Subject(S) And That The Quality Principles In The Framework For The Examination Are Complied With. The Background For The Mission From Kd Is, Among Other Things, That The Examination System In The Last 5-6 Years Has Been Characterized By A Number Of Concurrent Changes And Events That Affect The Complexity And Risk Of The Exam, Including: Introduction Of New Curricula, As Well As The Need To Further Develop The Content And Format Of The Exam Development And Introduction Of New Digital Systempandemicthe Introduction Of Ai Into Societyeven If The Exam Is The Main Focus Of Kds Assignment, It Must Also Be Seen In The Context Of The Standing Assessment: The Exam Grade And The Standing Grade Have The Same Purpose, I.E. An Expression Of The Students Competence At The End Of The Training In The Subject. The Connection Between These Two Schemes Is Of Importance For The Future Final Assessment Scheme In Subjects, Including The Role Of Examinations. This Is Elaborated In More Detail In 5.1. The Investigation Of The Assignment From Kd Extends Over Several Years, And Will Assess All Aspects Of What Is Today A Very Complex System, But Also How The Examination Should Be In The Future. The Directorate Of Education Has Therefore Set Up An Internal Working Group To Work On A Strategic Foresight Process In Relation To The Assignment From Kd. Strategic Foresight Is About Combining Analyzes Of Long-Term Trends And Possible Futures With Interdisciplinary Collaboration And Anchoring. Foresight Methodology Can Act As An Important Tool For Navigating Uncertainties And Identifying Opportunities. Udir Will Use The Methodology In Relation To The Assignment In This Procurement, Given The Complex Nature Of The Examination System, As Well As Uncertainties Related To The Examinations Future. The Contractor Must Assist Udirs Internal Working Group In Identifying Driving Forces For The Final Assessment As Well As Developing Future Scenarios Through The Use Of Foresight Methodology. See Detailed Description In Sections 1-3 Under Section 5.2 Below. Mapping Of Driving Forces Must Take Place In Collaboration With Various Groups Of Stakeholders. The Stakeholders Include, For Example, The Various Interest Organizations Linked To The Field Of Education, As Well As Other Stakeholders Such As County Councils, The State Administrator, Professional Communities, Suppliers Of Technical Solutions And More. The Foresight Work Is Limited To Apply To Study Preparatory Education Programs And Joint Subjects In Upper Secondary Education. The Assignment Must Be Completed By 1 September 2027. The Cost Framework For The Main Assignment Is Nok 1.2 Million Ex. Vat. The Client Also Wishes To Agree On An Option Which Applies To An Extension And Extension Of The Assignment By 1 Year - See Section 5.4. The Option Applies To An Examination In A Vocational Subject. A Full Description Of The Delivery Follows From Points 4 And 5 Of The Competition Criteria. The Norwegian Directorate Of Education Reserves The Right To Political Decisions That May Lead To Changes In The Scope Of The Assignment.
